City of Santa Ana - Park View at Town and Country Manor <br />Draft OR Alternatives to the <br />5.6.1 - Impact Analysis <br />Aesthetics <br />More limited changes to the existing visual character or quality of the site would occur with <br />Alternative 2. Grading and development of the project site would occur, but subterranean parking <br />would not be provided, and the building containing the approximately 35 -40 residential units would <br />likely not exceed three stories. Views from surrounding land uses, including Santiago Park, would be <br />less affected. Adjacent City Place units along Lawson Way would experience lesser shade /shadow <br />impacts. A new source of light and glare would be introduced, but to a more limited degree. Impacts <br />to aesthetics under Alternative 2 (No Project/ Development in Accordance with Existing Zoning and <br />General Plan Designations) would be considered less than the proposed project. Aesthetic impacts of <br />the proposed project are already considered less than significant, however, and no mitigation <br />measures are required. <br />Air Quality <br />Construction emissions would still occur under Alternative 2; however, these emissions would be <br />reduced based on the reduced level of development intensity compared to the proposed project. <br />Similarly, operational emissions would be reduced under Alternative 2 because the reduction in <br />development intensity on the site would result in a corresponding reduction in traffic generated. <br />Because construction and operational emissions would be reduced under Alternative 2, the <br />cumulative contribution to air quality impacts would also be reduced. Air quality impacts under <br />Alternative 2 are considered to be less than under the proposed project. Air quality impacts of the <br />proposed project are already considered less than significant after mitigation, however. <br />Hydrology and Water Quality <br />Under Alternative 2, similar to the proposed project, an increase in runoff generation would occur <br />from the existing condition, although to a lesser degree. Drainage for the Town and Country Manor <br />campus would continue to drain northeast to southwest. Water quality improvements providing for <br />treatment and filtration under Alternative 2 would be required and would provide water quality <br />benefits similar to the proposed project. The amount of impervious area under this reduced <br />development intensity Alternative 2 would be less than the proposed project. Impacts to hydrology <br />and water quality under Alternative 2 are considered to be less than the proposed project. Regulatory <br />compliance ensures that hydrology and water quality impacts of the proposed project are less than <br />significant, however, and no mitigation measures are required. <br />Land Use and Planning <br />Alternative 2 would not require a Zone Change or General Plan Amendment. Impacts to land use and <br />planning under the No Project/Development in Accordance with Existing Zoning and General Plan <br />Designations Alternative are considered to be less than under the proposed project. Land use and <br />planning impacts of the proposed project are already considered to be less than significant without <br />mitigation, however.
