City of Santa Ana -Park View at Town and Country Manor <br />Draft EIR <br />Introduction <br />liquefaction at the site during the design earthquake, a mat foundation has been recommended <br />for foundation support. Based on the current depth to groundwater, excavation to the proposed <br />subterranean level will require shoring, but no dewatering measures to provide a stable and dry <br />excavation. Foundations for small outlying structures, such as walls, which will not be tied -in <br />to the proposed project, may be supported on conventional foundation bearing in native earth <br />materials. Adherence to project mitigation for geology and soils will assure a less than <br />significant impact with mitigation. <br />• Hazards and Hazardous Materials. An existing 8- to 10 -inch jet fuel line is located on <br />Memory Lane south of the project site. The fuel line is owned by the Department of Defense <br />(DOD) and was previously used to supply fuel to the El Toro Marine Corps Air Station <br />(MCAS). The fuel line is no longer in use and has been abandoned, as the MCAS is no longer <br />in operation. In addition, the fuel line has been cleaned and all fuel has been removed. Contact <br />with the Department of the Navy, Defense Energy Support Center during preparation of the <br />City Place Final FIR (2005) for the property across Lawson Way indicates that the jet fuel line <br />is currently filled with nitrogen gas, which is inert, and poses no hazard to the public or to the <br />environment either through leakage or as an explosive hazard. No impact is anticipated. <br />No other evidence of environmental concerns or hazardous materials /waste has been revealed <br />in connection with the project site. On -going maintenance and operation of the proposed <br />structures would involve use and eventual disposal of empty containers once containing <br />materials defined as hazardous. Use of these materials and container disposal will be in <br />compliance with manufacturer's recommendations and applicable City and County regulations. <br />No schools are located within one - quarter mile of the project site. <br />The closest airport to the project site is John Wayne Airport (JWA) located approximately 6 <br />miles to the south. The project site is not located within an area covered by the John Wayne <br />Airport Environs Land Use Plan (ALEP), lying outside the Noise Impact Zones, Clear Zone, <br />and Height Restriction Zone for JWA. In addition, the project site is not in the vicinity of a <br />private airstrip. <br />Project design for the 8 -story building will be compatible with applicable regulations of the <br />Federal Aviation Administration (FAA) and the California Department of Transportation, <br />Division of Aeronautics. If building height is more than 200 feet above ground, the project <br />would need to file with the Federal Aviation Administration (FAA). The 8 -story project <br />structure is 123 feet in height, and will not require filing with the FAA. The proposed project <br />would not result in a safety hazard for people residing or working in the project area. <br />Implementation of the proposed project would not interfere with the operation of surrounding <br />public streets. As a result, the project would not interfere or impair an adopted emergency <br />response plan or emergency evacuation plan. <br />The project site is located in an area surrounded by urban development. No wildlands exist <br />within the vicinity of the project site.
