• Ensure that all work Is performed according to the City's preferences; <br />• Manage the contract, budget, schedule and data per the City's direction; and <br />• Ensure follow-through on our team's commitments. <br />Mr. Williams will work closely with the City's Project Managers and staff to discover ways to provide assistance, <br />offer recommendations whenever challenges are presented, and will seek feedback pertaining to progress and <br />satisfaction with HDR RES' performance. <br />HDR RES staff has experience working on acquisition and relocation projects requiring compliance with the Uniform <br />Act, and In particular with FHWA and FTA regulations, HDR RES requires agents to maintain detailed time records <br />and diaries and adopt internal procedures, policies, and standards to match specific client requirements and <br />demands. Strong priorities include professionalism, client confidentiality, and highest quality service which exceed <br />expectations. <br />Every project begins with HDR RES' formal "0% Review." The o% Review is a standardized, formal process by which <br />HDR RES staff analyzes the assignment, identifies risks, and develops a plan for success. The 0% Review process <br />begins with a discussion of the scope of work, and key personnel contribute to developing a strategy for successful <br />completion of the assignment on a timely basis while maintaining quality deliverables, keeping within budget, and <br />minimizing any risk of delay. This process will identify all of the project team members, develop a budget, develop a <br />delivery schedule, identify risks and propose solutions, and prepare a project plan and delivery matrix for delivery to <br />the City. The RES Manager and appropriate staff will then meet with the City staff to go over the project plan. Future <br />meetings will be scheduled, per the City's requirements, and any changes to the project plan will be made by HDR <br />RES and delivered to the City. HDR RES will then proceed with monitoring project delivery and make strategic <br />changes as necessary. These changes will be reviewed and modified by the City, if needed. <br />The following section describes our work plan for completing the tasks identified in the Scope of Work. <br />Project Management— Michael Williams and Senior RES Staff <br />• Meet with the City Project Managers, staff, and project design teams as necessary to ensure compliance <br />with City podcles and procedures and to form a mutual understanding of the scope of work, deliverables and <br />schedule; <br />• Meet regularly with the HDR RES right of way team to ensure project is completed on schedule and within <br />the budget. Work with City Project Managers to ensure steps occur on schedule to fulfill FHWA, FTA and <br />State requirements; <br />• Manage Quality Assurance/Quality Control (QA/QC); <br />• Manage right of way acquisitions for the project, in coordination with the City Right of Way Project <br />Manager, including oversight of subcontractors; <br />• Meet as needed with the City Right of Way Project Manager and the project management team to report <br />acquisition progress and to identify and resolve general right of way issues and parcel specific issues during <br />negotiations; <br />• Attend all project meetings as requested; <br />• Manage real estate information and research requests, documenting the request and response; <br />• Monitor and update project schedules; <br />• Attend public meetings as requested by the City or project management; and <br />• Prepare and monitor Right of Way Acquisition Process timelines. <br />Acquisition Services—Michael Williams and HDR RES Staff <br />HDR RES believes the key to a successful negotiation includes establishing a relationship of trust and listening to <br />Individual concerns. The individuals or corporations we deal with must he part of the solution. Our staff will work <br />with each owner to address their concerns, problem -solve, and use all available resources to nego'tia'te equitable <br />settlements. In an effort to strike a balance between the needs of the public and those of the City, HDR RES will <br />formulate a strategy designed to confirm that property owners' rights are maintained, while making every effort to <br />avoid litigation (for assignments being conducted under the threat of eminent domain).
