national reputation for quality and client -responsiveness. We assist clients with real estate services such as: project
<br />planning, cost estimating, appraisal coordination and review, acquisitions and relocations, condemnation support,
<br />utility relocation coordination, railroad coordination, environmental services, property/corridor management and
<br />early problem identification and mitigation. HDR RES has staff that is fluent in Spanish, Vietnamese, Mandarin,
<br />Cantonese, and Korean. If necessary, HDR RES will provide translation services in other languages.
<br />HDR RES staffs past and present experience includes working closely with several Caltrans District offices
<br />throughout the State regarding projects both "On" and "Off" the State Highway System. These projects have
<br />involved, or currently involve, full Caltrans oversight or cooperation with their offices of Local Assistance and
<br />Encroachment Permits. In fact, HDR RES staff recently completed acquisitions (including the de -certification and
<br />acquisition of Caltrans freeway right of way), utility relocations, and Right of Way Certification for the Colton
<br />Crossing Rail -to -Rail Grade Separation project. Approval for early acquisition was processed through Caltrans. The
<br />successful acceptance of the Right of Way Certification by Caltrans allowed for the approval of $128.8 million in
<br />Tiger Grant, TCIF and STIP funding by the CTC. Caltrans approved the Right of Way Certification package in less than
<br />three days. HDR RES knows the proper steps, and the appropriate time it takes for those steps, in order to verify that
<br />federal funds are approved, and federal reimbursements are obtained.
<br />HDR RES has provided Right of Way Services for Local Public Agencies (LPAs) on various projects under a number of
<br />separate contracts. The frequency with which HDR RES has been invited back for additional roles in developing
<br />major projects is evidence of this quality delivery. We look forward to expanding our relationship with the City by
<br />providing Real Estate/Right of Way services.
<br />Experience Working with Various Government Agencies
<br />With a notable understanding of the local market, HDR RES has been servicing public and quasi -public entities in
<br />California for nearly 40 years. HDR RES' knowledge of local, state, and federal laws, statutes, and regulations, has led
<br />to a national reputation for quality and client -responsiveness.
<br />The majority of HDR RES' real estate and right of way experience has been performed per the requirements of the
<br />Uniform Act and under the oversight of various government entities including FHWA, FTA, HUD and Caltrans. We
<br />have extensive knowledge of project delivery related portions of the Code of Federal Regulations, Code of Civil
<br />Procedures, Title VI of the Civil Rights Act, and the Streets and Highways Code. HDR RES has worked directly with
<br />USACE, FEMA, SANBAG, RCTC, OCTA, NCTD, SANDAG, MTA, SCRRA, LAWA, Omnitrans, various cities and counties,
<br />and other local public agencies throughout California.
<br />HDR RES' experience in working with major utility owners is also extensive. We have coordinated the relocation of
<br />major utility facilities on projects for Southern California Edison, Southern California Gas, AT&T, Verizon, San Diego
<br />Gas & Electric, Time Warner, and Kinder -Morgan, amongst many others.
<br />Staffing & Project Organization
<br />We have carefully selected an exceptionally qualified project team that will provide the City with the specific
<br />qualifications and experience required for the needs of this contract. HDR RES believes in assembling teams with
<br />members who have had recent experience working together. Each team is populated by staff selected for their
<br />unique talents and expertise. All of the staff selected for this proposal has recently worked together as a team on
<br />multiple projects.
<br />Education/Experience
<br />HDR RES utilizes employee specialists with diverse experience and resources. HDR RES managers, and
<br />acquisition/relocation agents, all have diverse real estate backgrounds and expertise, including state and local
<br />agencies, municipal government, and railroad experience. HDR RES requires its specialists to be licensed in all states
<br />in which they work. With empathy and efficiency, HDR RES completes acquisitions and relocations in compliance
<br />with all applicable laws and regulations and provides full documentation for funding certification.
<br />Our RES manager will work closely with the City to provide professional expertise, offer recommendations whenever
<br />challenges are presented, communicate project progression on a regular basis, and will solicit feedback regarding
<br />their satisfaction with HDR RES' performance.
