ENVIRONMENTAL IMPACT REPORTADDENDUM <br />Bristol Street Widening Phase IIIB — Washington Avenue to 17" Street <br />Mitigation Measures <br />No new additional mitigation measures are required. <br />3.12 Noise <br />This section corresponds with Section IV - Environmental Consequences and Mitigation Measures, <br />Subsections I - Noise, and V - Construction Impacts of the 1990 FEIS /EIR. <br />a.) Exposure of persons to or generation of noise levels in excess of standards established in the <br />local general plan or noise ordinance, or applicable standards of other agencies? <br />The proposed Project involves widening of Bristol Street between Washington Avenue and 17`11 Street in <br />an area that consists primarily of residential uses with some commercial uses (Category C) on the east <br />side of Bristol Street. Santa Ana College comprises the area on the west side of Bristol Street between <br />Washington Avenue and 17`h Street. As detailed in the Noise Study Report prepared by URS Corporation <br />(2012c), noise abatement in the form of noise barriers, as originally presented in the 1990 FEIS/EIR, is <br />not required for the Phase IIIB Project using current noise modeling methodology. <br />Mitigation Measures <br />No mitigation is required related to the operational (with- widening) phase of the Project; noise abatement <br />in the form of noise barriers (sound walls) is no longer required based on the updated Project noise <br />analysis. <br />b.) Exposure of persons to or generation of excessive groundborne vibration or groundborne noise <br />levels? <br />Refer to response in 3.12 (a.), above. During Project construction, noise associated with construction may <br />intermittently dominate the noise environment in the immediate area of construction. As described in the <br />Noise Study Report prepared by URS Corporation (2012c), typical construction equipment for roadway <br />construction is expected to generate noise levels ranging from 74 to 89 decibels (dB) at a distance of 50 <br />feet. However, no additional adverse noise impacts from construction are anticipated as construction <br />would comply with the City of Santa Ana Municipal Code, which limits construction noise to the least <br />noise sensitive portions of the day. Construction equipment would be properly fitted and maintained <br />according to the manufacturer's specifications. Furthermore, construction noise would be short -term, <br />temporary, and cease upon completion of the proposed Project.
