ENVIRONMENTAL IMPACT REPORTADDENDUM <br />Bristol Street Widening Phase IIIB — Washington Avenue to 17`" Street <br />The proposed Project would result in an improvement to Bristol Street from Washington Avenue to 17r' <br />Street. Within the Project limits, Bristol Street would be widened from four to six lanes. The proposed <br />Project eliminates the dedicated eastbound right -turn lane and proposes a shared right -turn lane in its <br />place at the intersection of Bristol Street and 176' Street; elimination of this right -turn lane would not <br />result in a reduction in level of service as evaluated in the 1990 FEIS/EIR. The Project would result in <br />improved traffic flow and LOS along the roadway; therefore, the proposed Project would not cause the <br />County congestion agency's LOS standards to be exceeded. Impacts would be similar to those identified <br />in the 1990 FEIS /EIR. <br />Mitigation Measures <br />No new additional mitigation measures are required. <br />c.) Result in a change in air traffic patterns, including either an increase in traffic levels or a <br />change in location that results in substantial safety risks? <br />The closest airport to the site is John Wayne — Orange County Airport, located more than five miles <br />southeast of the Project site; the proposed Project would have no impact on air traffic patterns. The <br />proposed Project would not introduce any new risks or increase risks. Impacts would be similar to those <br />identified in the 1990 FEIS /EIR. <br />Mitigation Measures <br />No new additional mitigation measures are required <br />d.) Substantially increase hazards due to a design feature (e.g., sharp curves or dangerous <br />intersections) or incompatible uses (e.g., farm equipment)? <br />The proposed Project would improve the traffic flow along Bristol Street from Washington Avenue to <br />17t1i Street, and would not create any sharp curves or other incompatible uses. The proposed Project would <br />not create any significant hazards beyond what was previously analyzed. Impacts would be similar to <br />those identified in the 1990 FEIS/EIR. <br />Mitigation Measures <br />No new additional mitigation measures are required. <br />e.) Result in inadequate emergency access? <br />The proposed Project would improve traffic operations along Bristol Street in the long -term. During the <br />construction phase traffic flow along Bristol Street within the Project limits could be temporarily affected, <br />including the mobility of emergency vehicles; however, access, including two -way travel would be <br />maintained through the Project corridor during construction. Traffic control plans would be prepared prior <br />to construction to facilitate traffic movement through the Project corridor during construction.
