The notice was also published in the Orange County <br />Register on April 4, 2014, on the National Association of Housing and Redevelopment officials <br />( NAHRO) website from April 4, 2014 to May 12, 2014, and April 15, 2014 NAHRO Monitor. Thirty - <br />four (34) consulting firms registered on the City's bid website (PlanetBid) to request a copy of the <br />RFP. Only one proposal was received. <br />In evaluating the proposals and interviews, staff considered a number of important criteria. These <br />included: experience with local government; knowledge of relevant federal and state regulations, <br />experience in preparation of the plans and reports; experience with online HUD - portals; and cost of <br />proposed services. <br />As a result of this evaluation, staff is recommending that Ernest Swiger Consulting, Inc, be <br />awarded a contract in the amount of $49,870, plus $5,130 in contingency for additional outreach <br />efforts if necessary (Exhibit 1). This contract will cover the following services: Preparation of the <br />Consolidated Five -Year Plan, the Citizen Participation Plan, and annual action plan. Ernest Swiger <br />Consulting, Inc. will subcontract with Beacon Management Group to perform the community <br />outreach and engagement portion. <br />Ernest Swiger Consulting, Inc., located in Huntington Beach, CA, has been providing professional <br />services to local government agencies for over 18 years. These jurisdictions include: San <br />Bernardino County, CA; Bridgeport, CT; Albuquerque, NM; Albany, GA; among other jurisdictions <br />nationwide. The firm is thoroughly familiar with the HUD- funded federal programs <br />STRATEGIC PLAN ALIGNMENT <br />Approval of this item allows the City to meet Goal #5 Community Health, Livability, Engagement & <br />Sustainability, Objective #1 (establish a comprehensive community engagement initiative to <br />expand access to information and create opportunities for stakeholders to play an active role in <br />discussing public policy and setting priorities). <br />FISCAL IMPACT <br />Funding for the preparation of the Five -Year Consolidated Plan is available in the CDBG account <br />(13518780- 62300 - 15750001001). <br />25D -2 <br />
