The TSM Alternative emphasizes low cost (i.e., small physical) <br />improvements and operational efficiencies such as focused traffic engineering actions, <br />expanded bus service, and improved access to transit services. Included within the <br />TSM Alternative are modifications and enhancements to selected bus routes in the <br />Study Area; intersection /signal improvements, and bus stop amenity upgrades. While <br />the Build Alternatives utilize the PE ROW the TSM improvements do not since the PE <br />ROW is unpaved and would require construction of a roadway to accommodate bus <br />service. <br />• BRT 1 (Civic Center Drive) — BRT transit line between SARTC and Harbor Boulevard <br />traversing Civic Center Drive and the PE ROW with buses would operating in mixed <br />flow traffic lanes on existing city streets and in new lanes dedicated exclusively to bus <br />use in the PE ROW. <br />• BRT 2 (Santa Ana Boulevard /5th Street) - BRT transit line between SARTC and Harbor <br />Boulevard traversing Santa Ana Boulevard and the PE ROW with a Santa Ana Boulevard <br />and 5th Street couplet through the Downtown area. Buses would operate within mixed <br />flow traffic lanes on existing city streets and in new lanes dedicated exclusively to bus <br />use in the PE ROW. <br />• Streetcar A (Santa Ana Boulevard /5th Street) - Modern streetcar line between SARTC <br />and Harbor Boulevard traversing Brown Street /Santa Ana Boulevard and the PE ROW <br />with a Santa Ana Boulevard and 5th Street couplet through the downtown area. <br />Streetcars would operate in mixed flow traffic on tracks embedded within existing city <br />• Streetcar B (Santa Ana Boulevard /4th Street) - Modern streetcar line between SARTC <br />and Harbor Boulevard traversing Santa Ana Boulevard and the PE ROW with a Santa <br />Ana Boulevard and 4th Street couplet through the downtown area.
