Initial Screening Criteria. Five screening criteria that relate directly to the Purpose and <br />Need and the study goals and objectives were identified for use in stage 2A of the initial <br />screening process: <br />1 . Accessibility and livability <br />2. Economic development, transit supportive land uses and community goals <br />3. Environmental responsibility and sustainability <br />4. Travel benefits, choice and reliability <br />5. Cost effectiveness and financial feasibility <br />Measures of effectiveness were developed for each of the screening criteria to differentiate <br />among alternatives (see Table 2 -1) and to measure and compare their performance. The <br />performance measures also include evaluation criteria adopted by the OCTA Board of <br />Directors for the Go Local program and criteria from FTA's New Starts /Small Starts <br />program. <br />Table 2 -1: Initial Screening Criteria and Measures of Effectiveness <br />SCREENING CRITERIA <br />MEASURES OF EFFECTIVENESS <br />1. Economic Development, <br />Transit Supportive Land Use <br />and Community Goals <br />Number of "high opportunity areas" for development/ <br />redevelopment within 1/2 mile of alignment <br />Qualitative assessment of the transit supportiveness of land <br />uses served by the proposed project /a/ <br />Potential impacts to physical character of community including <br />physical scale, visual fit <br />3. Environmental Responsibility <br />and Sustainability <br />Number of environmental issue areas with potentially <br />significant impacts <br />Amount of additional ROW required <br />4.
