Cost Effectiveness and Will be perceived by potential investors /developers as <br />Financial Feasibility significant long -term public investment <br />LCapital cost estimate <br />)ital cost estimate per mile <br />/a/ Measure included in the OCTA Board - approved Go Local Program Evaluation Criteria & FTA's New <br />Starts /Small Starts program. <br />The initial screening process consisted of two stages — an early qualitative analysis of the <br />conceptual alternatives resulting in the screening of route options; and, a subsequent <br />quantitative analysis of the conceptual alternatives resulting in the screening of technology <br />options. <br />Stage 2A Initial Screening Results. The streetcar alternatives along Santa Ana <br />Boulevard /4th Street and Brown Street /Santa Ana Boulevard /5th Street performed best <br />overall due in large part to how well they addressed accessibility and livability and <br />supported economic development, transit supportive land use and community goals. Of <br />the BRT options, the alternative along Santa Ana Boulevard /5th Street also performed well <br />in terms of accessibility and livability and economic development, transit supportive land <br />use and community goals. <br />After careful review and consideration of the stage 2A initial screening results, it was <br />determined that the following alternatives would be carried forward for further study: <br />• Streetcar Alternative — Santa Ana Boulevard /4t" Street; <br />• Streetcar Alternative — Brown Street /Santa Ana Boulevard /Civic Center Drive /5`" <br />Street; and <br />• BRT Alternative — Santa Ana Boulevard /51h Street. <br />Stage 2B Initial Screening Results. The stage 2B initial screening used the five original <br />project goals and objectives to directly compare the remaining three conceptual <br />alternatives. Community supportiveness was also considered. Valuable quantitative data <br />that was not available at the time of the stage 2A initial screening was incorporated into <br />the analysis and used to screen technology options. <br />The streetcar alternatives along Santa Ana Boulevard /4" Street and Brown Street /Santa <br />Ana Boulevard /Civic Center /51" Street performed best overall because they satisfied all five <br />project goals used as criteria to compare alternatives. Alternatively, the BRT alternative <br />along Santa Ana Boulevard /51h Street only met four of five project goals and objectives.
