Streetcar Alternative 1 is estimated to have the highest ridership and serve the greatest <br />number of transit depended households. <br />Streetcar Alternative 1 costs less than Streetcar Alternative 2 to construct and operate. <br />The Streetcar Alternative 1 alignment has the most transit supportive existing land use and <br />development patterns to support a high capacity transit system. <br />With the provisions of the Transit Zoning Code considerable additional development <br />opportunity and potential exists along the Streetcar 1 alignment compared to Streetcar <br />Alternative 2 which has heavily institutional /government uses and parking structures along <br />its Downtown /Civic Center alignment. <br />Streetcar Alternative 1 ranked second in Constructability /Ease of Construction. This is due <br />in part to improvements already completed by the City of Santa Ana along Santa Ana <br />Boulevard and 4th Street that have addressed some of the potential utility relocation <br />challenges that exist along 51h Street. <br />4th Street Parking Scenario A: Replace Parking along South Side with Parallel Parking and <br />Widen Southern Sidewalk to 20 Feet is recommended. <br />• Eliminates the fewest on- street parking spaces along 4th Street <br />• Adequate replacement parking is available at nearby parking structures on 3 r 4th <br />and 5t° Street. <br />• Replacing the diagonal parking with parallel parking provides traffic operations and <br />safety benefits to the streetcar and automobiles traveling eastbound on 4th Street <br />by eliminating vehicles backing into the traffic stream. <br />• Parallel parking allows for widening of the southern sidewalks by 8 feet which will <br />enhance the pedestrian experience and provide for pedestrian- oriented uses and <br />activities along the south side of 4th Street. <br />Coordination and communication between the cities of Santa Ana and Garden Grove, <br />OCTA and affected business and property owners will need to be ongoing as the project <br />progresses through design, construction and operations. <br />Of the two operations and maintenance facility sites, Site B located along 5th Street west <br />of Raitt Street is the Preferred Site for the following reasons: <br />• Its size, rectangular shape and proximity to the PE ROW make it more efficient for <br />both development and operations. <br />• It is estimated to be less expensive than Site A (near SARTC). <br />• Its location in the western half of the corridor provides greater flexibility to serve <br />future extensions or connections through Garden Grove to Anaheim. <br />LPA Derision Report <br />July 2014 <br />55C -78 <br />5.71 Page <br />
