methods and duration of construction and the potential disruption to businesses, <br />particularly along 4t' Street in Santa Ana. <br />Concern about loss of on- street parking: Although the streetcar alignments do not <br />generally require the removal of on- street parking, there are a few locations where some <br />on- street parking will be removed or reconfigured, most notably along the south side of <br />Santa Ana Boulevard between Raitt Street and Bristol Street, and along 4`h Street between <br />Ross Street and French Street. The ENDEIR noted that, particularly along 4`" Street, <br />alternative parking options are provided by parking structures accessible from 3 ", 4`h and <br />5" Street. However, residents and business owners accustomed to on- street parking <br />expressed concerns about the impact of its removal. <br />Opportunities to stimulate economic development along 51" Street in conjunction with the <br />streetcar: Some residents and business owners felt that 4th Street was currently an active <br />commercial corridor and that 5" Street might better benefit from the potential economic <br />development opportunities created by a streetcar system. <br />4`h Street versus 5" Street: Considerable and varied input was provided regarding the <br />preferred location for the streetcar. A group of approximately 180 residents and 4`" Street <br />business owners in coordination with the Santa Ana Community & Business Alliance <br />expressed their opposition to the 4'" Street alignment. Downtown, Inc. also representing <br />businesses and merchants along 4" Street and in the Downtown and Artist Village area <br />expressed strong support for the 4`" Street alignment and expressed concerns that <br />Streetcar Alternative 2 (along Santa Ana Boulevard, Civic Center Drive and 5 "' Street) took <br />the streetcar too far north of key commercial opportunities in Downtown. The U.S. General <br />Services Administration strongly opposed the 5t' Street alignment because of its proximity <br />to the Ronald Reagan Federal Build & Courthouse and the main entrance to that building's <br />parking garage. The Santa Ana Historic Preservation Society expressed it preference for <br />the 4" Street alignment. <br />r' r c r <br />There is strong support from the community for a streetcar system connecting SARTC <br />with the Downtown and Civic Center areas, continuing west to Garden Grove. <br />Streetcar Alternative 1 was ranked first in the technical evaluation of the alternatives. <br />Streetcar Alternative 1 and Streetcar Alternative 2 would have only one significant <br />environmental impact, a temporary air quality impact during construction. <br />Streetcar Alternative 2 requires slightly more right -of -way than Streetcar Alternative 1 and <br />impacts one additional business (Downtown Burger King). <br />LPA Decision Report <br />July 2014 <br />55C -77 <br />5.61 Page <br />
