Authorize the City Manager and Clerk of the Council to execute a three -year agreement, <br />terminating September 30, 2017, with NaphCare, Inc. to provide basic and emergency <br />health care services for Santa Ana Jail inmates, in the amount of $5,971,893, subject to <br />non - substantive changes approved by the City Manager and City Attorney. <br />2. Authorize the City Manager and Clerk of the Council to execute a one -month agreement, <br />terminating September 30, 2014, with Correctional Managed Care Medical Corporation <br />(CMCMC) in the amount of $139,061 with an contingency not to exceed $56,500 for costs <br />associated with extended liability insurance and employee retention to ensure continuous <br />and compliant medical operations, subject to non - substantive changes approved by the <br />City Manager and City Attorney. <br />DISCUSSION <br />California's Board of State and Community Corrections (BSCC) requires agencies to provide <br />basic and emergency health care services for all incarcerated individuals held within their <br />custody. In addition, the City's federal contracts require that medical services be provided to <br />contract detainees and inmates. <br />On May 29, 2014 the Police Department issued a request for proposals (RFP #14 -034) for <br />inmate medical services. On June 10, 2014 a pre - proposal conference was conducted, and on <br />June 30, 2014 the City received proposals from two firms. NaphCare, Inc. and Correctional <br />Managed Care Medical Corporation (CMCMC) each submitted proposals for consideration. An <br />evaluation committee consisting of representatives from the Santa Ana Jail and the Santa Ana <br />Police Department Fiscal Section reviewed and rated the two proposals. The proposals were <br />evaluated according to Responsiveness to RFP (20 %), Experience of Firm and Personnel (40 %), <br />and Cost of Proposal (40 %), as stated in the RFP. <br />25H -1 <br />
