r <br />Our basic approach to the design services will be to <br />provide the City with an experienced, <br />knowledgeable and enthusiastic staff dedicated to <br />providing the level of service the City desires. Tetra <br />Tech is committing our top senior manager and <br />staff to this assignment in order to ensure that this is <br />accomplished. Our Project Management Team will <br />be able to recognize and anticipate' problems and be <br />able to come to the City with options and solutions <br />in a timely manner. <br />Tetra Tech's experience in design and engineering <br />services covers all facilities in the water, recycled <br />water, and sewer systems including: <br />• PipeIines and force maims <br />• Sewer Relining or Rehabilitation <br />• Reservoirs <br />• Pump, Lift and Flow Control Stations <br />• Water Quality and Disinfection Facilities <br />• Recycled Water Retrofits <br />• Building Renovations <br />• Structural Seismic Retrofits <br />• Planning /Engineering Studies <br />Our recent project experience in these areas is <br />described in a previous section. <br />To keep the City aware of the status of the project, <br />we will schedule and administrate design meetings <br />and prepare monthly progress reports as appropriate <br />for the assignment. <br />The following are typical key issues which we <br />believe must be addressed to successfully complete <br />design services: <br />• Meetingschedule <br />• Coordination with the City and reviewing and <br />permitting agencies <br />• Utility coordination and con /list resolution <br />• Potholing of conflicting utilities <br />• Accouniingfor traffic control during alignment <br />selection <br />• Analyzing alignment alternatives <br />• Providing construction phasing if necessary <br />• Identifying options for pipeline rehabilitation <br />• Hydraulic calculations <br />• Temporary bypass piping /facilities <br />• Facility layout <br />• Operator safety and maintenance friendly <br />• Structure aesthetics match surrounding <br />neighborhood <br />The following summarizes the services we <br />envision that will be required to be performed <br />during the execution of the sample project. In <br />preparation for this project, we have reviewed the <br />"Typical Scope of Work" (Exhibit A) contained <br />in your Request for Proposal. We have found the <br />scope of work presented in the RFP to be <br />comprehensive and due to the proposal space <br />limitations, we have included herein only items <br />of the scope with which we have comments on, <br />additions to and /or want to expand. The project <br />consists of designing approximately 3,200 linear <br />feet of 8 -inch diameter PVC (C -900) water main <br />and 4,100 linear feet of 8 -inch diameter PVC <br />(SDR -26) sewer main improvements. <br />SCOPE OF WORK <br />Task No. 1 PreldnednaryDesign <br />1. General Administration and Meetings <br />Tet'ra'l'ech and the City of Santa Ana will meet <br />four (4) times after the kickoff meeting (Basis <br />of Design Memo, 50%,90% and 100 %) during <br />the design phase of the project. <br />4. Potholing <br />A. Verify location of utilities based on USA <br />information obtained and job walk. <br />B. Review USA markings completed by <br />geotoclmical investigation and potholing. <br />C. Identify critical utilities which are <br />recommended to be potholed. <br />D. 'Tet'ra Tech will prepare a memorandum <br />summarizing the pothole recommendations <br />for the City review and approval. <br />E. Provide potholing in the field of up to five <br />(5) utilities for the sewer main, similar to <br />what was done for the Westminster <br />Avenue Sewer Improvements. Please note <br />that during the Westminster Avenue <br />project, the potholes were ultimately <br />performed by City forces. We do not <br />recommend potholing for this size water <br />main and typically recommend potholing <br />when constructing large pre- fabricated <br />M -13- TETRA TECH <br />
