VI. HOPWA NARRATIVE STATEMENTS <br />A. Relationship of HOPWA Funds to Goals & Objectives <br />During the 2013 -2014 report period the City of Santa Ana continued its efforts to implement <br />strategies to address the housing and supportive service needs of individuals living with HIV /AIDS <br />on a regional basis. As outlined in the Consolidated Plan, goals and objectives for HOPWA resources <br />are established via a countywide assessment process sustained by the Orange County HIV Planning <br />Council and managed by the City. Each year a planning session is held by the City to prioritize the <br />use of HOPWA funds and to provide the City direction and support. This meeting was held <br />December 2012. EXHIBIT provides summary goal attainment data. <br />Progress Toward Meeting affordable housing goals using HOPWA funds <br />Addressing the lack of housing for individuals with HIV /AIDS was identified as a primary goal for the <br />use of HOPWA funding. During the 2013 -2014 report period the City continued to utilize these <br />limited resources to provide both short-term and long -term irental assistance. Short -term <br />assistance included one -time rent /utility payments and rent assistance for up to three months. This <br />type of assistance is critical to help stabilize a household facing an emergency or crisis situation <br />related to their HIV /AIDS. Longer -term rental assistance (i.e., Tenant Based Rental Assistance) was <br />also provided to those individuals and households living with HIV /AIDS that were in a more stable <br />situation yet needed financial assistance to maintain housing,. Housing placement services and <br />housing information services were also made available to the regions HIV /AIDS clients via HOPWA <br />funding. For homeless individuals with'HIV /AIDS, emergency shelter, transitional housing and detox <br />center residences were also made available. EXHIBIT 4 provides a summary of the City's efforts to <br />meet the permanent housing (i.e., Tenant Based }dental Assistance) and short - term /supportive <br />housing service needs of the regions HIV /AIDS population. <br />44 DRAFT 2013 -2014 CAPER <br />6 11 f P 53 <br />
