HOUSING OPPORTUNITIES FOR PERSONS WITH AIDS ( HOPWA): <br />ANNUAL PROGRESS REPORT- MEASURING PROJECT PERFORMANCE <br />B. PART 1 -A: HOPWA EXECUTIVE SUMMARY <br />GRANTEE AND COMMUNITY OVERVIEW <br />1. Descriptions of 2013 -2014 Activities: As the most populous city ,in'Orange County, Santa Ana <br />has administered the region's Housing Opportunities for Persons With AIDS ( HOPWA) funds <br />since 1993. During the 2013 -2014 report period, HOPWA ;funds ' were utilized to support a <br />variety of activities on a regional basis. These services including the following: <br />Supportive services and housing offered via contracts with the Orange County Health Care <br />Agency including: <br />• Short -term emergency housing and /or utility assistance <br />• Transitional housing <br />• Housing coordination services <br />• Medical detoxification - bed services <br />• Tenant based rental assistance administered by the Santa Ana Housing Authority. <br />• Program administration <br />2. Grant management oversight of project sponsor activities including how recipient was <br />chosen: As the designated recipient of HOPWA funds for Orange County, the City of Santa Ana is <br />responsible for grant management and oversight, While HOPWA funds are critical to meeting <br />the needs of individuals with HIV /AIDS, it is not the only resource available. The County of <br />Orange receives and manages additional resources for HIV /AIDS services. In order to ensure an <br />array of housing and supportive service needs of people living with HIV /AIDS is provided, a <br />regional planning process has been designed and charged with prioritizing the housing /service <br />needs of the county's HIV /AIDS population. The Orange County HIV Planning Council has been <br />established to coordinate services provided by the Ryan White Care Act - Santa Ana is a member <br />of this council." <br />The City contracts with the County of Orange Health Care Agency (OC HCA) for HIV /AIDS <br />supportive housing services. (The OC HCA is the primary regional public health service agency.) <br />In turn the OC HCA issues Request for Proposals (RFP) soliciting program proposals to meet the <br />needs of the County's HIV /AIDS population. While the RFP process is open to all service <br />providers, there are a limited number of qualified HIV /AIDS service providers in the County. <br />During the 2013 -2014 report period the City awarded a contract for supportive housing services <br />11 Ryan White Care Act has established medical care as its priority. <br />45 DRAFT 2013 -2014 CAPER <br />Exhibit 2 <br />19F -54 <br />
