REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />SEPTEMBER 16, 2014 <br />TITLE: <br />AGREEMENT WITH ORANGE <br />COUNTY CONTRACTOR SERVICES <br />FOR DOWNTOWN GENERAL <br />MAINTENANCE SERVICES <br />/ CITY MANAGER <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 1°` Reading <br />❑ Ordinance on 2ntl Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Authorize the City Manager and Clerk of the Council to execute a three -year agreement, ending <br />June 30, 2017, with Orange County Contractor Services dba Orange County Mailboxes and <br />Construction to provide general maintenance services in the Downtown Santa Ana area for an <br />amount not to exceed $25,000 per year, subject to non - substantive changes approved by the <br />City Manager and City Attorney. Execution of this agreement includes the option to extend for up <br />to three additional twelve month periods. <br />DISCUSSION <br />To ensure that Downtown Santa Ana is a clean, safe and vibrant place to do business, the City <br />provides general maintenance services in the Downtown area. This covers streets, sidewalks, <br />and parking, as well as repairs to bollards and pavement, and electrical and plumbing repairs to <br />city -owned property on a call -out basis. Contract services are necessary to assist with specialty <br />maintenance projects specific to the Downtown area. <br />On June 23, 2014, the City released a Request for Proposals (RFP) for General Maintenance <br />Services in the Downtown (Exhibit 1) to 19 general maintenance contractors. Two bids were <br />received and evaluated: <br />Firm <br />Price for Maintenance <br />Services <br />Percentage of <br />Material Markup <br />Minimum Service <br />Call Charge <br />H.L.
