5. HARBOR BOULEVARD MIXED USE TRANSIT CORRIDOR SPECIFIC PLAN <br />Legal noticed published in the Orange County Reporter on August 12, 2014 and <br />notices mailed August 14, 2014. <br />A project overview was provided by Karen Haluza, Interim Executive Director. <br />Chairman Alderete opened the public hearing. A Planning Commission discussion <br />ensued regarding details of the specific plan, specifically on- street parking and <br />placement of a bicycle buffer between street traffic and parked vehicles. Zdenek <br />Kekula, Senior Civil Engineer, fielded questions regarding pedestrian /cyclist safety <br />concerns and reasons why a bicycle buffer was not recommended for the plan. <br />• Blake Hopkins and Richard Kelter spoke in favor of the Harbor Boulevard Mixed <br />Use Transit Corridor Specific. <br />• Omar de la Rey, Alex Green and Marina Ramirez spoke in favor of bike buffers <br />that separate bicyclists from traffic lanes and is looking to see that the Harbor <br />Corridor be safer for bicyclists. <br />• Dave Lopez provided written comments regarding code enforcement issues <br />affecting Harbor Boulevard commercial and residential areas that he would like <br />addressed. <br />• Doug Browne had a question regarding the neighborhood transitional zone, <br />changing from general commercial to residential, which is more compatible with <br />surrounding neighborhoods. <br />• Sien Diaz, a mobile homeowner, was concerned regarding how the adoption of <br />the plan would affect the mobile home park he resides in. <br />• Reshad Shah, a business owner, was concerned regarding how the adoption of <br />the plan would affect his business in the future. <br />MOTION: Recommend that City Council: <br />1. Adopt a resolution certifying Final Environmental Impact Report No. 2014- <br />01, to approve the mitigation monitoring program, findings of fact, and <br />statement of overriding considerations for the Harbor Mixed Use Transit <br />Corridor Specific Plan. <br />2. Adopt a resolution approving General Plan Amendment No. 2014 -02. <br />3. Adopt an ordinance approving Zoning Ordinance Amendment No. 2014 -01 <br />with three conditions: 1) regarding Table 3 -8, add requirement that a <br />minimum of four spaces be added for bicycle parking; 2) define parking <br />facilities with language similar to shopkeeper definition regarding retaining <br />space on the ground floor for use and operation by a retail merchant; 3) <br />adopt the zoning ordinance without cross sections related to bicycle lanes <br />and to bring back to the Planning Commission within 60 days the bike <br />lanes for further discussion. <br />4.
