SeAnger Farmhouse and Orchard <br />Residential Development Project <br />I. NOISE <br />CEQA Findings <br />Analysis: The project is currently designated single family residential and low density <br />residential on City plans. While the site would require a variance for reduced street <br />frontages for Lot 7 (from 50 feet to 38 feet) and for Lot 8 (from 50 feet to 45 feet), <br />variances do not conflict with any applicable land use plan, policy or regulations as they <br />are allowed by the City Zoning Code. The project would also comply with the City's <br />General Plan goal supporting development of single family residential lots of minimum <br />areas of at least 6,000 square feet. As a result, this impact is less than significant, <br />Because the project would maintain the existing historic structure located on the property, <br />the project would also be consistent with any goals and policies supporting the <br />preservation of historic resources within the City. (EIR, pp. 5 -53, 5 -54; January 2014 <br />FIR Attachment, pp. 7 -8.) <br />I. Impact: Would the project expose persons or generate excessive groundborne vibration or <br />groundborne noise levels? <br />Finding: Less Than Significant, (EIR, pp. 5 -58, 5 -59, 5 -60; January 2014 EIR <br />Attachment, p, 8) <br />Analysis: Long -term operational activities associated with noise are the vehicular traffic <br />going into and out of the residential community. Typical automobile traffic does not <br />generate vibration levels that can be felt within adjacent residential dwellings, therefore <br />operational activities would not generate excessive vibrations and this impact is less than <br />significant. (EIR, p. 5 -59; January 2014 EIR Attachment, p. 8.) Any groundborne <br />vibration associated with construction would be temporary in nature and therefore would <br />also be a less than significant impact. (EIR, p, 5 -58) <br />2. Impact: Would the project cause a substantial permanent increase in ambient noise levels <br />in the proj act vicinity above levels existing without the project? <br />Finding: Less Than Significant. (EIR, pp. 5 -58, 5 -59, 5 -60; January 2014 EIR <br />Attachment, p. 8) <br />Analysis: Long -term operational activities associated with the project would be the <br />vehicular traffic going into and out of the residential community. The greatest number of <br />vehicles that would travel any of the roadways near the project site is along East Santa <br />Clara Avenue. There would be a maximum of 138 project -added vehicle trips on this <br />roadway each day. At a posted speed of 40 miles an hour, this would generate a noise <br />exposure level of less than 47 dBA CNEL 50 feet from the roadway centerline and would <br />not exceed exterior noise level standards set by the City of Santa Ana. Therefore, this <br />impact is considered less than significant. (EIR, p. 5 -50.) <br />J. POPULATION AND HOUSING <br />1.
