Once the youth become stable and are able to maintain <br />employment and education, they continue to be assisted in furthering <br />their education, improving their work skills, and seeking better <br />employment post -corps, leading to a life of self-sufficiency. <br />II. Proposed Program <br />A. Provide an overview of the program's main objectives. <br />The OCCC program is a transitional work/school program that combines work and <br />school daily in a structured, supervised program, inclusive of the following <br />program components: <br />• Provide jobs for foster/emancipated youth, youth with disabilities and <br />youth on probation and who are Older and/or Out -of -School WIA eligible <br />youth and are Santa Ana residents <br />• Meet/exceed the WIA outcomes for entered employment or education, <br />credential attainment, and skill gains as outlined by the Santa Ana Youth <br />Council; <br />• Youth who are unemployed and out of school will be enrolled into the <br />Orange County Conservation Corps Charter School to earn their high school <br />diploma <br />• Provide "soft" and "hard" occupational skills training needed to complete <br />Orange County Conservation Corps work projects (i.e. evasive species <br />removal, reforestation, irrigation, construction, recycling); <br />• Provide paid work experience, trainings, and certificates to develop and/or <br />improve their resumes for future employment; <br />• Develop and maintain a portfolio that highlights their <br />work/school/credential accomplishments to use in seeking employment <br />post -program <br />• Improve basic skills and improve at least two grade levels on a standardized <br />tests (i.e., STAR, TABE); <br />• Practice and prepare to pass the California High School Exit Exam; <br />• Earn scholarships for post -secondary instruction; <br />• Develop leadership skills through various crew based and individual <br />trainings; <br />• Transition successfully from the OCCC program into employment and/or <br />post -secondary Continuing education; <br />• Complete work projects that benefit our local communities and instill a <br />sense of community service and pride in their communities. <br />As a part of their training, Corpsmembers are placed in on-the-job training, and <br />they are paid for the work they do. These paid work experience placements have <br />been developed by the OCCC to assist local cities, county agencies, and other <br />nonprofit agencies with their conservation needs. OCCC work projects are <br />environmentally -driven and benefit the community. <br />B. Please provide a full description of the program in sections III -XVIII. <br />NOTE: It will be expected that a full-time case manager operate this program. <br />EXHIBIT A <br />
