r of Santa Ana Section 9: Monitoring Measurement and Pro <br />Section 9: Monitoring, Measurement and Program <br />Modifications <br />This section of the SSMP presents the City's monitoring, measurement and Program modifications for the <br />sanitary sewer system. <br />9.1 Requirements for Monitoring, Measurement and Program. <br />Modifications Element <br />The City's Monitoring, Measurement, and Program Modifications shall encompass the following components: <br />1) Maintain relevant information that can be used to establish and prioritize appropriate SSMP activities; <br />2) Monitor the implementation and, where appropriate, measure the effectiveness of each element of <br />the SSMP; <br />3) Assess the success of the preventative maintenance program; <br />4) Update program elements, as appropriate, based on monitoring or performance evaluations; and <br />5) Identify and illustrate SSO trends, including: frequency, location, and volume. <br />9.2 Summary <br />The City evaluates the following Monitoring, Measurement, and Program Modifications Metrics for the <br />sanitary sewer system and all elements of the SSMP: <br />The SSMP elements are discussed periodically throughout the year during regular staff meetings with the <br />Water Resources Manager and the division supervisors. Additional meetings to assess the effectiveness of <br />individual elements are held as needed. Major studies, such as the Sewer Master Plan update and Infiltration <br />and Inflow Study are also used to measure the effectiveness of the SSMP and make revisions as appropriate. <br />The City tracks the location and cause of all SSOs, blockages, and gravity main EMLs. The City maintains a log <br />of all cleaning activity, which details the size, material and location of each pipe cleaned, as well as the <br />equipment utilized, and any relevant remarks observed during the cleaning. The City utilizes field data <br />acquisition software (infraMap), which utilizes ESRI software in conjunction with the City's sewer system <br />infrastructure maintenance system (SSIMS) for preventative maintenance tracking and work orders. <br />City Field Staff observe all gravity mains and manholes during routine cleaning, and conduct localized video <br />inspections when their observations warrant further investigation. Additionally, the City conducts system- <br />wide video inspections and each pipe is given a score based on the National Association of Sewer Service <br />Companies' (NASSCO) pipeline rating system. These ratings, as well as the observed condition of each <br />pipeline, allow the City to identify gravity mains that are at risk of collapse or prone to more frequent <br />blockages due to pipe defects. <br />The City identifies all food preparation and service locations within the City Limits as part of their monitoring <br />and surveillance program. A list of all such customers is maintained by the City's FOG control consultant in its <br />April 2014 9 -1 <br />55CC -36 <br />
