REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />NOVEMBER 18, 2014 <br />TITLE: <br />AMENDMENT TO THE CITIZEN <br />PARTICIPATION PLAN <br />(STRATEGIC PLAN NO. 5) <br />crrY MANAGER <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />•:• o, <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 1" Reading <br />❑ Ordinance on 2ntl Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Recommend that the City Council approve the Amendment to the Citizen Participation Plan and <br />authorize the submittal to the U.S. Department of Housing and Urban Development. <br />COMMUNITY REDEVELOPMENT AND HOUSING COMMISSION RECOMMENDATION <br />At its regular meeting on October 8, 2014, by a vote of 4 -0 (Sandoval and Verino absent), the <br />Community Redevelopment and Housing Commission recommended that the City Council <br />approve the Amendment to the Citizen Participation Plan and authorized the submittal to the U.S. <br />Department of Housing and Urban Development. <br />DISCUSSION <br />The Community Development Agency receives funding from various formula grant allocation <br />programs through the Department of Housing and Urban Development (HUD). These programs <br />include the Community Development Block Grant (CDBG), the HOME Investment Partnership <br />Grant (HOME), and the Emergency Solutions Grant (ESG). <br />HUD requires the submission of the Consolidated Plan, which is a five -year comprehensive <br />planning document and application for these programs. It describes a strategy to meet the needs <br />of the community and identifies resources and programs that can be used to address them. The <br />Citizen Participation Plan (Exhibit 1) is a component of the Consolidated Plan that describes the <br />means that the City will use to involve the public in the creation of the Consolidated Plan, Annual <br />Plan and Performance Reports. With city departmental relocation and the Housing Opportunities <br />for Persons with AIDS ( HOPWA) Program changes, the current Citizen Participation Plan needs to <br />be modified to reflect a change in public posting locations and to exclude HOPWA funding which <br />has been reallocated to the City of Anaheim by HUD. <br />19E -1 <br />
