CITIZEN PARTICIPATION PLAN <br />The City of Santa Ana's Citizen Participation plan has been prepared pursuant to federal <br />regulations and the City's desire to encourage and support public participation in the <br />development of the Consolidated Plan, Annual Action Plans, Amendments to the <br />aforementioned plans, and year -end performance reports (i.e., the Consolidated planning <br />process). It is important to note that the actions delineated in this Citizen Participation Plan <br />are only applicable to the planned use and expenditure of entitlement grants awarded to <br />the City by the U.S. Department of Housing and Urban Development's (HUD) Office of <br />Community Planning and Development (CPD). CPD entitlement funds received by the City <br />include the Community Development Block Grant (CDBG), Home Investment Partnerships <br />Grant (HOME), and Emergency Solutions Grant (ESG). <br />APPLICABILITY AND ADOPTION OF THE CITIZEN PARTICIPATION PLAN <br />As required by HUD, the Citizen Participation Plan has been developed to ensure Santa <br />Ana's residents participate in the development of a strategy to meet the housing and <br />community needs of the City and the use CPD entitlement funds to meet these needs. <br />Citizen representation and input has been, and will continue to be a major element in the <br />decision - making process culminating in the adoption of Santa Ana's Consolidated Plan. As <br />outlined in this plan, citizen involvement will be encouraged in the development of the <br />Consolidated Plan and annual updates to the Consolidated Plan. The Citizen Participation <br />Plan will also have an impact on the process by which community stakeholders are included <br />19E -3 <br />
