• Community Development Agency, 6th Floor Reception Area —Santa Ana City Hall <br />• On the City's website, www.santa- ana.org <br />A reasonable number of free copies will be available at the Community Development <br />Agency 6th Floor location. <br />During the development of the Consolidated Plan (and annual updates) there will be at least <br />one public hearing to obtain comments from persons affected by the use of CPD funds, <br />other community stakeholders, and interested parties. Additionally, as required by <br />program regulations, there will be a 30 -day public comment period prior to the submission <br />of the Consolidated Plan to HUD. The City will consider all comments received from <br />residents, public agencies and other interested parties as it prepares the final Consolidated <br />Plan (and annual updates). A summary of public comments will be included with the final <br />submission. The summary of public comments will include a synopsis of the City's response <br />to written public comments, and an explanation of public comments not accepted, including <br />the reasons why these comments were not accepted. <br />AMENDMENTS TO THE CONSOLIDATED PLAN <br />The City will amend the Consolidated Plan and subsequent annual plan whenever one or <br />more of the following decisions is made. <br />• A change is made in the original relative priority designation of a housing or community <br />need, or in the purpose, scope, location, grant funds allocated, or beneficiaries of an <br />approved activity. <br />If the City undertakes a substantial amendment to the Consolidated Plan (or subsequent <br />annual plans), Santa Ana residents and stakeholders will have reasonable notice and <br />opportunity to comment on the proposed amendment. The following criteria will be utilize <br />to determine if a substantial amendment to the Consolidated Plan (or subsequent annual <br />plans) is proposed, and is subject to a public hearing and 30 -day public comment period: <br />• Changes in the use of CDBG funds from one eligible activity to another. <br />• An activity is undertaken that was not previously included in the Consolidated Plan or <br />subsequent annual plans. <br />19E -7 <br />
