While <br />the individual terms of the Inclusionary Housing Agreements are controlling, this <br />Administrative Procedures Manual addresses the following: <br />The eligibility criteria to be imposed on prospective tenants; <br />2. The methodology for setting the maximum rental rates; <br />3. The complaints and appeals process available to program participants; <br />and <br />4.
