V. COMPLAINTS AND APPEALS <br />Complaints concerning the City's Affordable Rental Housing Program should be <br />made in writing and addressed to the Program Director. Complaints will be <br />accepted only if they are in writing and are received within 30 days from the <br />event giving rise to the complaint. The Program Director will contact the <br />complainant to attempt to resolve the matter. A written response from the <br />Program Director will be made to the complainant within 10 business days. <br />If a complainant is not satisfied with the written response, a request for an appeal <br />may be filed with the Executive Director. The written request must set forth the <br />reasons for the appeal and must be received by the Executive Director within 15 <br />days from the date of the Program Director's written response. In the event the <br />request does not meet these requirements, the complainant will be notified that <br />the request is denied; otherwise, the complainant will be invited to meet with the <br />Executive Director. The Executive Director will provide the complainant with an <br />opportunity to advocate his /her position and to resolve the matter.
