NS -XXX <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF <br />SANTA ANA AMENDING SPECIFIC PLAN NO. 2 OF THE <br />SANTA ANA MUNICIPAL CODE (SP -2) AND ADOPTING <br />THE HARBOR MIXED USE TRANSIT CORRIDOR SPECIFIC <br />PLAN (ZOA 2014 -01) <br />THE CITY COUNCIL OF THE CITY OF SANTA ANA DOES ORDAIN AS <br />FOLLOWS: <br />Section 1. The City Council of the City of Santa Ana hereby finds, determines <br />and declares as follows: <br />A. The changes to the zoning code are to facilitate the implementation of the <br />Harbor Mixed Use Transit Corridor Specific Plan through the amendment <br />of the existing North Harbor Boulevard Specific Plan (SP -2). The changes <br />include a revision to the existing SP -2 boundaries, and includes a Land <br />Use Plan, Development Standards, a Mobility Plan and Design <br />Guidelines. <br />B. On August 25, 2014, the Planning Commission held a duly noticed public <br />hearing and voted to recommend that the City Council: <br />1. Adopt a resolution certifying the Final Environmental Impact Report <br />No. 2014 -01, to approve the mitigation monitoring program, findings <br />of fact, and statement of overriding considerations for the Harbor <br />Mixed Use Transit Corridor Specific Plan. <br />2. Adopt a resolution approving General Plan Amendment No. 2014- <br />02. <br />1 Adopt an ordinance approving Zoning Ordinance Amendment No. <br />2014 -01. <br />4. Adopt an ordinance approving Amendment Application No. 2014- <br />01. <br />C. The Planning Commission also recommended that the design of bicycle and <br />pedestrian travelways be given additional consideration. Thus, the street <br />cross - section designs were removed from the Plan and replaced with <br />illustrative conceptual images, and text added that final design of the street <br />cross - section will be determined during the process of the Public Realm <br />Improvement Implementation Program. Other minor modifications to the <br />Plan included the clarification of definitions for housing types, required bike <br />parking, and the enhanced design of parking structures facing Harbor <br />Boulevard. <br />Ordinance No. NS -xxx <br />Page 1 of 5 <br />11 A -3 <br />
