D. The City Council of the City of Santa Ana held a duly noticed public hearing <br />on the above said actions for the Harbor Mixed Use Transit Corridor Specific <br />Plan (SP -2) on September 16, 2014. At that meeting, the City Council <br />continued the matter to October 7, 2014, so that the plan could be revised to <br />reflect the City Council's new policy decisions. The October 7, 2014 City <br />Council meeting was postponed, and all matters were continued to the next <br />meeting. On October 21, 2014, the City Council resumed the public hearing, <br />and at that time considered all testimony, written and oral. <br />E. Zoning Ordinance Amendment No. 2014 -01 has been filed with the City of <br />Santa Ana to adopt the Harbor Mixed Use Transit Corridor Specific Plan, <br />which allows for mixed -use development with an emphasis on residential <br />and commercial use that would allow development to occur per the following <br />zone designations: Transit Node (TN) District (North and South); Corridor <br />(CDR) District; Neighborhood Transitional (NT) District; and, Open Space <br />(OS) District. Other highlights of the Harbor Corridor Plan standards include <br />the concept of reduced onsite parking requirement near transit hubs, and <br />design features that promote pedestrian and bicycle friendly environments. <br />Finally, the code establishes detailed development standards for building <br />and parking location, building massing and open space, and regulates other <br />architectural standards, such as a building's connectivity to the street, that <br />translate into increased quality of life for the building occupants and the <br />community. <br />F. Approval of Zoning Ordinance Amendment No. 2014 -01 supports the City's <br />efforts to meet Goal #3 Economic Development, Objective #2 Create new <br />opportunities for business /job growth and encourage private development <br />through new General Plan and Zoning Ordinance policies), Goal #5 <br />Community Health, Livability, Engagement and Sustainability, Objective 43 <br />(Facilitate diverse housing opportunities and support efforts to preserve and <br />improve the livability of Santa Ana neighborhoods) and Objective #4 <br />(Support neighborhood vitality and livability). <br />G. The City Council also adopts as findings all facts presented in the Request <br />for Council Action dated September 16, 2014, and the Request for Council <br />Action dated October 7, 2014, accompanying this matter. <br />H. For these reasons, and each of them, Zoning Ordinance Amendment No. <br />2014 -01 is hereby found and determined to be consistent with the General <br />Plan of the City of Santa Ana and otherwise justified by the public necessity, <br />convenience, and general welfare. <br />L At the duly noticed public hearing held on October 21, 2014, the City <br />Council, by resolution, certified that Final Environmental Impact Report No. <br />2014 -01, prepared for the proposed Harbor Mixed Use Transit Corridor <br />Specific Plan (SP -2), was completed in compliance with the California <br />Environmental Quality Act (CEQA) (Public Resources Code § 21000 et <br />seq.), was presented to the City Council for review and consideration, and <br />Ordinance No. NS -xxx <br />Page 2 of 5 <br />11 A -4 <br />
