Environmental Analysis <br />RECREATION <br />Conventional Zoning Area <br />The Willowick Golf Course and Canrpesino Park would be removed from the North Harbor Specific Plan <br />would be converted to conventional zoning consistent with its existing use. Therefore, these areas would <br />remain unchanged and would be zoned Open Space. The project would not change land uses for these areas <br />and the existing uses would remain. <br />5.12.4 Cumulative Impacts <br />The project would result in a population increase of approximately 15,327 people and a need for <br />approximately 30 acres of parks based on the City's park dedication standards. To determine the cumulative <br />public park and recreational impacts, citywide growth forecasts are considered. Based on the adopted 2012 <br />Regional Transportation Plan, the City would have up to 74,800 housing units in 2035, an increase of 1,700 <br />over existing conditions (SCAG 2012). During this time, the City's population would increase from the <br />existing 324,528 to approximately 336,700 (SCAG 2012). This increase, approximately 12,172 people, would <br />create a cumulative need for up to 24 acres of public park and recreation space in addition to the project <br />generated need. Recreational needs of future residents of the Harbor Corridor Plan area, in conjunction with <br />cumulative development in accordance with the adopted general plan, would add to citywide and regional <br />demand for parks and recreational facilities. Per the City's park dedication requirements, the City may enforce <br />the construction of new park and recreational space or in hen fees on projects involving 50 parcels or more. <br />Overall, cumulative impacts would be less than significant. <br />5.12.5 Existing Regulations and Standard Conditions <br />■ Quimby Act of 1975 <br />■ City of Santa Ana Municipal Code Chapter 34, Article VIII, Regulations for Dedication of Iand for Park <br />or Recreational Purposes <br />5.12.6 Level of Significance Before Mitigation <br />Upon implementation of regulatory requirements and standard conditions of approval, Impact 5.12 -1 would <br />be less than significant. <br />5.12.7 Mitigation Measures <br />No potentially significant impacts have been identified and no mitigation measures are required. <br />5.12.8 Level of Significance After Mitigation <br />No mitigation measures have been identified and impacts are less than significant. <br />Page 5.124 PlaceWorkr <br />
