Environmental Analysis <br />5.13 TRANSPORTATION AND TRAFFIC <br />This section of the Environmental Impact Report (EIR) evaluates the potential for implementation of the <br />Harbor Boulevard Specific Plan to result in transportation and traffic impacts in the City of Santa Ana. The <br />analysis in this section is based in part on the following technical report: <br />■ Harbor Corridor Speeafic Plan Traffic Impact Study, IBI Group, July 2013. <br />A complete copy of this study is included in the Technical Appendix to this MR (Appendix H]. <br />5.13.1 Methodology <br />The traffic analysis was prepared in accordance with the City of Santa Ana requirements and the Orange <br />County Congestion Management Program (CMP) guidelines. The intersection analysis methodology and <br />performance criteria conform to the California Environmental Quality Act (CEQA) guidelines for a traffic <br />impact analysis. <br />The traffic analysis includes an assessment of traffic conditions for 29 existing intersections and 15 roadway <br />segments for the following analysis time frames: <br />■ Existing Condition No Project: Year 2013 <br />• Existing Condition With Project (HCP): Year 2013 <br />• Future Year No Project: Year 2035 <br />• Future Year With Project (HCP): Year 2035 <br />The efficiency of traffic operations is measured in terms of level of service (LOS). The LOS refers to the <br />quality of traffic flow along roadways and at intersections. Evaluation of roadways and intersections involves <br />the assignment of grades from A to F, with LOS A representing the best operating conditions, and LOS F <br />representing extremely congested and restricted operations. Descriptions of operation and the range of <br />volume -to- capacity ratios for each LOS grade are presented in Table 5.13 -1. <br />October 2014 Page 5.13 -1 <br />
