Environmental Analysis <br />TRANSPORTATION AND TRAFFIC <br />5.13.4 Environmental Impacts <br />The following impact analysis addresses thresholds of significance for which the initial study disclosed <br />potentially significant impacts. The applicable thresholds are identified in brackets after the impact statement. <br />Impact 5.13 -1: Project - related trip generation would impact levels of service for the existing area roadway <br />system. [Threshold T -1] <br />Impact Analysis: Two scenarios are used in evaluating project traffic impacts. Direct impacts are evaluated <br />using existing conditions as a baseline, in accord with a 2010 Appellate Court decision (Sunnyvale West <br />NeigbborboodAssociation P. City of Sunnyvale City Council 190 Cal.App.4� 1351). Cumulative impacts are assessed <br />using forecast traffic conditions in the project future year (2035). <br />Existing (2013) With Project <br />Roadway Segments <br />A summary of the forecast roadway segment volumes and corresponding level of service results for the <br />Existing Year 2013 With Project condition is shown in Table 5.13 -6. All study roadway segments are forecast <br />to operate at an acceptable level of service. The project is not forecast to create a deficient level of service for <br />any studied roadway segment. <br />October 2014 Page 5.13 -13 <br />
