As previously stated, intersections are considered significantly impacted <br />if an unacceptable peak hour level of service is created by the project or if the project increases the V/C <br />ratio at the study intersection by 1 percent of capacity (0.010 or greater if the intersection already operates at <br />an unacceptable level. All intersections are forecast to operate at acceptable levels of service if the project <br />were implemented today. <br />It should be noted that implementation of the projects proposed land uses would generate a net reduction in <br />traffic volumes at some study area intersections, causing an improvement in LOS. Traffic volume reductions <br />at the intersection of Harbor Boulevard at Trask Avenue would allow the intersection to operate at acceptable <br />LOS B during the PM peak hour under existing plus project conditions, as compared to LOS F for existing <br />conditions. <br />Peak hour Owning movement volumes during the AM and PM peak hour, respectively, are shown in Exhibits <br />4.4 and 4.5 of the traffic study in Appendix H.
