6. Siqnificant Unavoidable Adverse Impacts <br />Chapter 1, Executire Summary, contains Table 1 -1, which summarizes the impacts, mitigation measures, and <br />levels of significance before and after mitigation. Though mitigation measures would reduce the level of <br />impact, the following impacts would remain significant, unavoidable, and adverse after mitigation measures <br />are applied: <br />Air Quality <br />Construction Emissions <br />■ Impact 5.2-1: Construction activities associated with the Harbor Boulevard Mixed Use Transit Corridor <br />Plan would generate short-term emissions that exceed the South Coast An Quality Management District's <br />regional thresholds for volatile organic compounds (VOC) and nitrous oxides (NOx) and would <br />significantly contribute to the South Coast Air Basin's nonattamment designations for particulate matter <br />(PM3o and M5), ozone (03), and nitrogen dioxide (NO2). Implementation of Mitigation Measures 2 -1, <br />2 -2, and 2 -3 would reduce adverse effects, but this impact would remain significant and unavoidable after <br />mitigation. <br />■ Impact 5.2 -3: Construction activities related to buildout of the Harbor Boulevard Mixed Use Transit <br />Corridor Plan could expose sensitive receptors to substantial pollutant concentrations. Implementation <br />of Mitigation Measures 2 -1 through 2 -3 would reduce adverse effects, but this impact would be <br />significant and unavoidable after mitigation. <br />Operational Emissions <br />■ Impact 5.2 -2: Long -term criteria air pollutant emissions associated with the Harbor Boulevard Mixed <br />Use Transit Corridor Plan would exceed the South Coast Air Quality Management District's regional <br />significance thresholds for VOC, CO, PM3o, and PM2 s and significantly contribute to the South Coast An <br />Basin's nonattamment designations for PM3o and PM?s, 03, and NO2. Implementation of Mitigation <br />Measures 2 -4 through 2 -9 would reduce this effect; however, this impact would remain significant and <br />unavoidable after mitigation. <br />■ Impact 5.2-6: The Harbor Boulevard Mixed Use Transit Corridor Plan is a regionally significant project <br />that would contribute to an increase in frequency or severity of air quality violations in the South Coast <br />Air Basin and would conflict with the assumptions of the applicable air quality management plan. <br />Implementation of Mitigation Measures 2 -1 through 2 -9 would reduce this impact, but it would be <br />significant and unavoidable after mitigation. <br />October 2014 Page 6 -1 <br />
