Harbor Boulevard Mixed Use Transit Corridor Plan <br />Findings and Facts in Support of Findings and Statement of Overriding Considerations <br />1. Aesthetics. <br />a. Development allowed under the project would not have the potential to obstruct <br />or otherwise impact public views of scenic vistas. <br />b. There are no scenic resources onsite and the project area does not include a <br />state scenic highway. <br />2. Agriculture and Forest Resources. <br />a. There is no Prime Farmland, Unique Farmland, or Farmland of Statewide <br />Importance in or near the project area. <br />b. No portion of the project area conflicts with existing zoning for agricultural use or <br />is covered by a Williamson Act Contract. <br />c. The project area does not include forest land, timberland, or timberland zoned for <br />Timberland Production. <br />d. The project does not result in the loss of forest land or conversion of forest land <br />to non - forest use. <br />e. The project does not result in changes in the existing environment that could <br />result in the conversion of farmland to non - agricultural use or forest land to non - <br />forest land use. <br />3. Air Quality. <br />a. Land uses allowed in the project area are not expected to generate objectionable <br />odors. During construction of future projects allowed under the Harbor Corridor <br />Plan, emissions of odors may occur. However, these would be temporary and <br />are not expected to be highly objectionable. <br />4. Biological Resources. <br />a. Although there are vacant parcels in the project area, these parcels are graded, <br />disturbed land and do not feature native habitat. The area is surrounded by urban <br />land uses and isolated from areas supporting suitable habitat for sensitive <br />species. <br />b. No riparian habitat or other sensitive natural communities occur in the project <br />area. The project area is not included in any local or regional plans, policies, or <br />regulations that identify riparian habitat or any other sensitive natural community. <br />c. The U.S. Fish and Wildlife Service designates one waterway in the project area <br />as a riverine wetland. However, this waterway, which drains into the East Garden <br />Grove - Wintersburg Channel, consists of a fenced, man -made concrete channel <br />with limited vegetation. The channel would not be altered by development built <br />pursuant to the proposed project. The channelized Santa Ana River, <br />approximately 1,000 feet east of the project area, is also designated a riverine <br />wetland area. However, the river is adjacent to the Willowick Golf Course, which <br />would not be available for redevelopment under the Open Area (0) zoning <br />designation proposed for the course. Project implementation would not involve <br />direct removal, filling, hydrological interruption, or other direct or indirect impact <br />to these drainages or other wetlands under jurisdiction of regulatory agencies. <br />13 July 2014 <br />
