Harbor Boulevard Mixed Use Transit Corridor Plan <br />Findings and Facts in Support of Findings and Statement of Overriding Considerations <br />the project area is required to comply with National Pollutant Discharge <br />Elimination System regulations by preparing and implementing a Stormwater <br />Pollution Prevention Plan specifying best management practices for minimizing <br />pollution of stormwater with soil and sediment during project construction. <br />d. The project would not involve the use of septic tanks or alternative wastewater <br />disposal systems. <br />7. Hazards and Hazardous Materials. <br />a. Industrial uses requiring the routine transport, use, or disposal of hazardous <br />materials would be prohibited in the project area under the zoning designations <br />identified for the site as part of the project. Land uses planned for the project <br />area would only use limited amounts of hazardous materials for cleaning and <br />maintenance purposes. Furthermore, individual projects built in accordance with <br />the project would be required to adhere to the existing regulations of local, state, <br />and federal agencies regarding the use and storage of hazardous substances <br />and therefore, less than significant. <br />b. The project area is not within the area covered by the John Wayne Airport land <br />use plan, or that of any other airport. <br />c. The project area is not in the vicinity of a private airstrip. <br />d. Implementation of the project would not conflict with the City of Santa Ana or <br />Orange County's emergency response or evacuation plans. Although <br />construction of physical improvements to Harbor Boulevard may result in <br />temporary rerouting of vehicular traffic— including emergency response <br />vehicles — police and fire services could be provided without interruption. The <br />proposed reconfiguration of and improvements to Harbor Boulevard would not <br />decrease its number of travel lanes, ensuring continued access to the project <br />area and surrounding areas by emergency access vehicles. <br />e. The project area is in a highly urbanized, built -out portion of central Orange <br />County outside of fire hazard severity zones designated by the California <br />Department of Forestry and Fire Protection. No impacts would occur. <br />8. Hydrology and Water Quality. <br />a. There are no inland water bodies near enough to the project area to pose a flood <br />hazard to the site through a seiche. The project area is also approximately six <br />miles from the Pacific Ocean, outside of the Tsunami Hazard Zone identified by <br />the California Emergency Management Agency. Lastly, the project area is <br />relatively flat and would not be susceptible to any mudflow. <br />9. Land Use and Planning. <br />a. Land use changes proposed by the project would not divide an established <br />community. <br />b. The project does not conflict with the provisions of an adopted habitat <br />conservation plan. <br />10. Mineral Resources. <br />a. The project area is developed with commercial, residential, and other urban uses <br />and is not available for mining. <br />15 July 2014 <br />
