Harbor Boulevard Mixed Use Transit Corridor Plan <br />Findings and Facts in Support of Findings and Statement of Overriding Considerations <br />b. The project area and the surrounding vicinity are highly urbanized, and they are <br />not in or near a mining or oil or gas field site identified by the City of Santa Ana <br />General Plan. The project would not impact any locally important mineral <br />resources. <br />11. Noise. <br />a. The project area is not located in John Wayne Airport's land use plan area. The <br />project would not expose people to excessive aircraft noise. <br />b. The project area is not located in the vicinity of a private airstrip. <br />12. Population or Housing. <br />a. Implementation of the project would gradually convert existing vacant land, auto - <br />related businesses, and other land uses into a transit - oriented mixed -use district. <br />The Harbor Corridor Plan would not convert existing residential areas to <br />nonresidential areas. Additionally, buildout of the proposed Harbor Corridor Plan <br />would result in an increase of 3,884 dwelling units in the project area. There are <br />739 dwelling units within the Harbor Corridor Plan area. Although these land <br />uses may be redeveloped as the corridor is revitalized, the existing dwelling units <br />would be allowed within the proposed zoning. <br />b. Implementation of the Harbor Corridor Plan could result in the redevelopment of <br />parcels containing existing housing. However, buildout of the Harbor Corridor <br />Plan would result in a net increase of 3,884 dwelling units in the project area. <br />13. Transportation/Traffic. <br />a. The project area is not within an airport land use plan or within two miles of a <br />public airport or public use airport. Implementation of the project would not affect <br />any airport facilities and would not cause a change in the directional patterns of <br />aircraft. <br />b. Improvements to Harbor Boulevard would improve pedestrian and bicycle <br />mobility in the project area. The risk of hazards caused by traffic exiting onto <br />Harbor Boulevard from driveways and local collector streets would be minimized <br />by an expanded center median. Therefore, impacts are less than significant. <br />c. The proposed reconfiguration of and improvements to Harbor Boulevard would <br />not decrease its number of travel lanes, ensuring continued access to the project <br />area and surrounding areas by emergency access vehicles. Therefore, impacts <br />are less than significant. <br />14. Utilities and Service Systems. <br />a. The project would not exceed wastewater treatment requirements of the <br />California Regional Water Quality Control Board, Santa Ana Region <br />( SARWQCB). The Harbor Corridor Plan would not allow land uses requiring <br />treatment other than that provided at municipal wastewater treatment plants. <br />Furthermore, individual projects developed pursuant to the Harbor Corridor Plan <br />would be subject to an Orange County Sanitation District fee when they are <br />hooked up to a sewer line and would be required to comply with SARWQCB <br />requirements governing discharges to municipal storm drainage systems. <br />16 July 2014 <br />
