Harbor Boulevard Mixed Use Transit Corridor Plan <br />Findings and Facts in Support of Findings and Statement of Overriding Considerations <br />expanded recreational facilities, but would not cause a significant environmental <br />impact. [Thresholds R -1 and R -2] <br />11. Transportation and Traffic: <br />a. Project - related trip generation in combination with existing and proposed cumulative <br />development would not result in designated road and intersections exceeding County <br />Congestion Management Agency service standards. [Threshold T -2] <br />b. The proposed project complies with adopted policies, plans, and programs for <br />alternative transportation. [Threshold T -6] <br />12. Utilities and Service Systems: <br />a. Existing and /or proposed facilities would be able to accommodate project - generated <br />solid waste and comply with related solid waste regulations. [Thresholds U -6 and U- <br />7] <br />b. Existing and /or proposed facilities would be able to accommodate project - generated <br />utility demands. [No specific threshold] <br />5. FINDINGS REGARDING POTENTIALLY SIGNIFICANT ENVIRONMENTAL EFFECTS <br />The following potentially significant environmental impacts were analyzed in the EIR, and the <br />effects of the project were considered (the analyses and conclusions in the DEIR and FEIR are <br />incorporated herein by reference to support the findings below). Because of the environmental <br />analysis of the project; compliance with existing laws, codes, and statutes; and the identification <br />of feasible mitigation measures, some potentially significant impacts have been determined by <br />the City to be reduced to a level of less than significant, and the City has found —in accordance <br />with CEQA Section 21081(a)(1) and State CEQA Guidelines Section 15091(a) (1) —that <br />"Changes or alterations have been required in, or incorporated into, the project which mitigate or <br />avoid the significant effects on the environment. This is referred to herein as "Finding 1." Where <br />the City has determined — pursuant to CEQA Section 21081(a)(2) and State CEQA Guidelines <br />Section 15091(a)(2) —that "Those changes or alterations are within the responsibility and <br />jurisdiction of another public agency and have been, or can and should be, adopted by that <br />other agency," the City's finding is referred to herein as "Finding 2." <br />Where, as a result of the environmental analysis of the project, the City has determined that <br />either: (1) even with the compliance with existing laws, codes and statutes, and /or the <br />identification of feasible mitigation measures, potentially significant impacts cannot be reduced <br />to a level of less than significant, or (2) no feasible mitigation measures or alternatives are <br />available to mitigate the potentially significant impact, the City has found in accordance with <br />CEQA Section 21081(a)(3) and State CEQA Guidelines Section 15091(a)(3) that "Specific <br />economic, legal, social, technological, or other considerations, including considerations for the <br />provision of employment opportunities for highly trained workers, make infeasible the mitigation <br />measures or alternatives identified in the environmental impact report." This is referred to herein <br />as "Finding 3." <br />A. AIR QUALITY <br />(1) Potential Impact: Construction activities associated with the Harbor Boulevard <br />Mixed Use Transit Corridor Plan would generate short -term emissions that exceed <br />the South Coast Air Quality Management District's VOC and NOx regional thresholds <br />19 July 2014 <br />
