Harbor Boulevard Mixed Use Transit Corridor Plan <br />Findings and Facts in Support of Findings and Statement of Overriding Considerations <br />a. Development pursuant to the Harbor Corridor Plan would not substantially change <br />the amount of impervious surfaces in the project area and would therefore not <br />substantially impact groundwater recharge. [Threshold HYD -2] <br />b. Development pursuant to the Harbor Corridor Plan would not substantially alter the <br />existing drainage pattern of the project area in a manner that would result in a <br />substantial erosion or siltation on- or offsite. [Threshold HYD -3] <br />c. Project implementation would introduce development in an area of the City that is <br />within the dam inundation area of Prado Dam, however, it would not expose people <br />and structures to a significant risk of loss, injury or death due to the low probability of <br />a catastrophic event, continual surveillance and established emergency evacuation <br />procedures. [Threshold HYD -9] <br />6. Land Use and Planning. <br />a. Implementation of the Harbor Corridor Mixed Use Transit Corridor Plan would not <br />conflict with applicable plans adopted for the purpose of avoiding or mitigating an <br />environmental effect. [Threshold LU -2] <br />7. Noise. <br />a. Implementation of the Harbor Corridor Plan would not cause a substantial increase in <br />noise related to additional vehicular traffic. [Thresholds N -1 and N -3] <br />8. Population and Housing. <br />a. The proposed project would directly result in population growth in the project area, <br />however, it would not result in a substantial impact on growth in the county or region <br />and would improve the city's jobs- housing balance. [Threshold P -1] <br />9. Public Services. <br />a. The proposed project would introduce new structures, residents, and workers into <br />the OCFA's service boundaries, thereby increasing the requirement for fire protection <br />equipment and personnel, but would not cause a significant environmental impact. <br />[Threshold FP -1] <br />b. The proposed project would introduce new structures, residents, and workers into <br />the Santa Ana Police Department service boundaries. The Santa Ana Police <br />Department could provide police protection to the project site at buildout of the <br />Harbor Corridor Plan with existing levels of staff equipment, but would not cause a <br />significant environmental impact. [Threshold PP -1] <br />c. The proposed project would generate new students effecting the school enrollment <br />capacities of GGUSD schools, but would not cause a significant environmental <br />impact. [Threshold SS -1] <br />d. The proposed project would generate additional population increasing the service <br />needs for the local libraries, but would not cause a significant environmental impact. <br />[Threshold LS -1] <br />10. Recreation: <br />a.
