Harbor Boulevard Mixed Use Transit Corridor Plan <br />Findings and Facts in Support of Findings and Statement of Overriding Considerations <br />(3) Potential Impact: Operation of individual development projects would reduce or <br />avoid contamination of stormwater through implementation of the Water Quality <br />Management Plan consistent with the MS4 Permit. <br />Finding: 1. The City hereby makes Finding 1 and determines that this impact is less <br />than significant with the incorporation of mitigation measure 7 -5. <br />Facts in Support of Finding <br />Land use and development types allowed in the project area under the Harbor <br />Corridor Plan would be expected to generate stormwater pollutants, including <br />pollutants of concern as defined by the Environmental Protection Agency. However, <br />priority development projects within the project area would be required to prepare <br />and implement water quality management plans (WQMPs) specifying BMPs to <br />minimize water pollution by the project. Adherence to the BMPs in the WQMP would <br />reduce, prevent, minimize, and /or treat pollutants and prevent degradation of <br />downstream receiving waters. BMPs identified in the WQMP would reduce or avoid <br />contamination of stormwater with sediment and would also reduce or avoid <br />contamination with other pollutants such as pathogens, heavy metals, nutrients, <br />organic compounds, and sediment toxicity. Mitigation Measure 7 -5 includes special <br />provisions for WQMPs prepared for projects in the project area. <br />Upon implementation of regulatory requirements and Mitigation Measure 7 -5, water <br />quality and waste- discharge impacts from operation activities associated with <br />individual development projects accommodated by the Harbor Corridor Plan would <br />be less than significant. <br />Mitigation Measures <br />MM 7 -5 Water Quality Management Plan (WQMP). Prior to the issuance <br />of building permits, project- specific WQMPs shall be submitted for <br />review and approved by the Building Department. The WQMP <br />shall identify the best management practices (BMPs) that will be <br />used on the site to control predictable pollutant runoff. More <br />specifically, the WQMP shall: <br />• Describe the routine and special post- construction BMPs to be <br />used at the proposed development site (including both <br />structural and non - structural measures); <br />• Describe responsibility for the initial implementation and long- <br />term maintenance of the BMPs; <br />• Provide narrative with the graphic materials as necessary to <br />specify the locations of the structural BMPs; <br />• Certify that the project applicant will seek to have the WQMP <br />carried out by all future successors or assigns to the property. <br />32 July 2014 <br />
