Harbor Boulevard Mixed Use Transit Corridor Plan <br />Findings and Facts in Support of Findings and Statement of Overriding Considerations <br />Mitigation Measure 13 -2 would require the City to implement a traffic mitigation <br />program that would identify and fund necessary improvements to the street network <br />that serves the project area. Implementation of Mitigation Measures 13 -1 and 13 -2 <br />would not require right -of -way acquisitions and are consistent with proposed buildout <br />of the intersection per the City's Circulation Element Master Plan of Streets and <br />Highways. Therefore, this is impact would be less than significant. <br />Mitigation Measures <br />MM 13 -1 Prior to the issuance of building permits, the project applicant shall <br />evaluate the potential for any neighborhood cut through traffic. <br />Neighborhood cut through traffic shall be minimized through <br />implementation of traffic calming measures as approved by the <br />Public Works Agency. <br />MM 13 -2 The City of Santa Ana shall implement a program for traffic <br />improvements in the Harbor Corridor Plan. The program shall <br />prescribe the method of participation in the mitigation program in <br />the mitigation program by individual projects and guide the timely <br />implementation of mitigation measures. The program shall include <br />the following elements: <br />• A funding and improvement program should be established to <br />identify financial resources adequate to construct all identified <br />mitigation measures in a timely basis. <br />• All properties that redevelop within the Harbor Corridor Plan <br />should participate in the program on a fair share per new <br />development trip basis. The fair share shall be based upon the <br />total cost of all identified mitigation measures (see Mitigation <br />Measure 13 -3), divided by the peak our trip generation <br />increase forecast. This rate per peak hour trip should be <br />imposed upon the incremental traffic growth for any new <br />development within the Harbor Corridor Plan. <br />• The project shall raise fund from full development of the <br />Harbor Corridor Plan to fund all identified mitigation measures. <br />• The project shall monitor phasing development of the Harbor <br />Corridor Plan and defer or eliminate improvements if the <br />densities permitted in the Harbor Corridor Plan are not <br />occurring. <br />• Program phasing shall be monitored through preparation of <br />specific project traffic studies for any project that is expected to <br />include more than 100 dwelling units or 100,000 sf of non- <br />residential development. Traffic impact studies should use <br />traffic generation rates that are deemed to be most appropriate <br />for the actual development proposed. <br />38 July 2014 <br />
