Harbor Boulevard Mixed Use Transit Corridor Plan <br />Findings and Facts in Support of Findings and Statement of Overriding Considerations <br />• Properties within Santa Ana and within one -half mile of the <br />Harbor Corridor Plan that redevelop to result in higher traffic <br />generation should also participate in the program to ensure <br />equity. <br />• The City may elect to implement appropriate mitigation <br />measures as a condition of approval of the proposed <br />developments, where appropriate. All or part of the costs of <br />these improvements may be considered to be a negotiated <br />credit toward the program, however the program must be <br />administered in a manner that assures that it can fund <br />necessary improvements to maintain adequate level of service <br />at all intersections within the study. If funding of priority <br />improvements cannot be assured, credit for construction of <br />lower priority improvements may not be assured or may be <br />postponed until more program funds are available. <br />13 -3 Prior to the issuance of building permits, the project applicant shall <br />prepare a traffic study, subject to review and approval of the City. <br />The traffic study will verify whether the project within the Harbor <br />Corridor Plan impacts the intersection locations identified below. <br />For those intersections, which are projected to exceed the City's <br />adopted performance criteria, the project will be conditioned to <br />construct or provide fair share funding toward those <br />improvements. The improvements are as follows: <br />• Intersection #26: Fairview Street and 17th Street (Year 2035) <br />— Improvements are to add a northbound through lane. <br />• Intersection #27: Fairview Street and 1st Street (Year 2035) <br />— Improvements are to add a southbound right -turn lane. <br />G. UTILITIES AND SERVICE SYSTEMS <br />(1) Potential Impact: Project - generated wastewater could be adequately treated by the <br />wastewater service provider for the project; however the existing sewer system is <br />deficient and does not have adequate capacity to serve the project. <br />Finding: 1. The City hereby makes Finding 1 and determines that this impact is less <br />than significant with the incorporation of the proposed mitigation measures. <br />Facts in Support of Finding <br />Buildout of the Harbor Corridor Plan would result in a net increase in wastewater <br />generation of approximately 1,292 acre feet per year, or about 1.15 million gallons <br />per day. No change in wastewater generation is anticipated to occur in the <br />Conventional Zoning Area of the project area.
