Harbor Boulevard Mixed Use Transit Corridor Plan <br />Findings and Facts in Support of Findings and Statement of Overriding Considerations <br />review and approval. Design of facilities that serve the project <br />shall be sufficient to meet the projected service demands. <br />(2) Potential Impact: Adequate water supply and delivery systems are adequate to <br />meet project requirements; however the existing water system may not provide <br />adequate capacity. <br />Finding: 1. The City hereby makes Finding 1 and determines that this impact is less <br />than significant with the incorporation of the proposed mitigation measures. <br />Facts in Support of Finding <br />The City of Santa Ana has indicated that while the existing water system adequately <br />meets the current demand and flow requirements, future projects in the project area <br />may require upgrades to the existing network. However, implementation of Mitigation <br />Measures 14 -1 and 14 -2 would ensure that a development fee program is created to <br />fund construction of necessary infrastructure requirements. Furthermore, Mitigation <br />Measure 14 -3 requires that project applicants supply the City with necessary <br />information regarding the sizing and location of backbone facilities necessary to <br />serve their proposed projects. Implementation of these measures would reduce this <br />impact to less than significant. <br />Mitigation Measures <br />Mitigation Measures 14 -1 through 14 -3 apply to this impact. <br />(3) Potential Impact: Existing and /or proposed storm drainage systems are not <br />adequate to serve the drainage requirements of the proposed project. <br />Finding: 1. The City hereby makes Finding 1 and determines that this impact is less <br />than significant with the incorporation of the proposed mitigation measure. <br />Facts in Support of Finding <br />At project completion, the Harbor Corridor Plan area is estimated to generate 15 <br />percent more runoff than in current conditions. The existing drainage system is <br />deficient and unable to convey the current runoffs. However, Mitigation Measure 7 -1 <br />would reduce this impact by requiring that project applicants in the project area <br />construct storm drain improvements necessary to serve new land uses. Upon <br />implementation of Mitigation Measure 7 -1 and the applicable provisions of the Santa <br />Ana Municipal Code, impacts would be less than significant. <br />Mitigation Measures <br />Mitigation Measure 7 -1 applies to this project. <br />41 July 2014 <br />
