Harbor Boulevard Mixed Use Transit Corridor Plan <br />Findings and Facts in Support of Findings and Statement of Overriding Considerations <br />adopted all feasible mitigation measures with respect to these impacts. The City also <br />has examined alternatives to the proposed Project, none of which both meet the Project <br />objectives and is environmentally preferable to the proposed project for the reasons <br />discussed in the Findings and Facts in Support of Findings. <br />The Santa Ana City Council, the Lead Agency for this Project, having reviewed the Final <br />EIR for the Harbor Boulevard Mixed Use Transit Corridor Plan, and reviewed all written <br />materials within the City's public record and heard all oral testimony presented at public <br />hearings, adopts this Statement of Overriding Considerations, which has balanced the <br />benefits of the Project against its significant unavoidable adverse environmental impacts <br />in reaching its decision to approve the Project. <br />2. SIGNIFICANT UNAVOIDABLE ADVERSE ENVIRONMENTAL IMPACTS <br />Although most potential project impacts have been substantially avoided or mitigated, as <br />described in the Findings and Facts in Support of Findings, there remain some project <br />impacts for which complete mitigation is not feasible. For some impacts, mitigation <br />measures were identified and adopted by the Lead Agency, however, even with <br />implementation of the measures, the City finds that the impact cannot be reduced to a <br />level of less than significant. The impacts and alternatives are described below and were <br />also addressed in the Findings. <br />The EIR identified the following unavoidable adverse impacts of the proposed project: <br />A. AIR QUALITY <br />(1) Construction activities associated with the Harbor Boulevard Mixed Use Transit <br />Corridor Plan would generate short -term emissions that exceed the South Coast Air <br />Quality Management District's VOC and NO, regional thresholds and would <br />significantly contribute to the particulate matter (PM10 and PM25), ozone (03), and <br />nitrogen dioxide (NO2) nonattainment designations of the South Coast Air Basin. <br />Proposed mitigation measures would reduce criteria air pollutants generated from <br />project - related construction activities. Buildout of the Harbor Boulevard Mixed Use <br />Transit Corridor Plan would occur over a period of approximately 20 years or longer. <br />Construction time frames and equipment for individual site specific projects are not <br />available. However, there is a potential for multiple developments to be constructed <br />at any one time, resulting in significant construction related emissions. Therefore, <br />despite adherence to proposed mitigation, this impact would remain significant and <br />unavoidable. <br />(2) Long -term criteria air pollutant emissions associated with the Harbor Boulevard <br />Mixed Use Transit Corridor Plan would exceed the South Coast Air Quality <br />Management District's VOC, CO, PM10, and PM25 regional significance thresholds <br />and significantly contribute to the particulate matter (PM10 and PM25), ozone (03), <br />and nitrogen dioxide (NO2) nonattainment designations of the South Coast Air Basin. <br />Proposed mitigation measures would reduce operation - related criteria air pollutants <br />generated from stationary and mobile sources. They would encourage and <br />accommodate use of alternative - fueled vehicles and non - motorized transportation. <br />46 July 2014 <br />
