Santa Ana Blvd. Grade Separation <br />on the south side of Santa Ana Boulevard into a T- intersection that will allow full access to <br />Santa Ana Boulevard from the south. The north leg will be terminated with a cul -de -sac and <br />connectivity with Santa Ana Boulevard will be reestablished with a new access road. Due to <br />the proximity to the southern leg of Fuller Street, access will be limited to right -in /right -out. <br />5.2 Structure <br />The proposed underpass structure will match the current horizontal and vertical alignment of <br />the two existing Metrolink tracks and span Santa Ana Boulevard which will be depressed <br />under the tracks at this location. In addition, the underpass structure is also designed to <br />meet the needs of the City's SARTC Master Plan, which entails new station areas, additional <br />parking, and improved pedestrian and bicycle access as well as a future street car corridor, <br />resulting in a four -span, simply- supported structure. The proposed underpass <br />superstructure is a steel girder bridge since this is the SCRRA preferred bridge type for span <br />length between 15 feet to 72 feet. Refer to Attachment C for the Bridge General Plans. <br />5.3 Pedestrian Bridge <br />Two pedestrian bridges are proposed to flank both sides of the proposed railroad underpass <br />structure. The proposed pedestrian bridges will provide connectivity between the residential <br />neighborhood west of the railroad and potential mix -use developments east of the railroad <br />bridge at the SARTC. The exact bridge type and configuration will be determined during the <br />next phase of the project. Refer to Attachment D for a typical section of the proposed <br />pedestrian bridge. <br />5.4 Stage Construction <br />Stage construction is a critical component of this project as it affects right -of -way acquisition <br />and access to the local businesses and properties. A detailed analysis and design for <br />staging should be completed during the next phase of the project. However, several critical <br />components have been identified and incorporated into the overall design during this phase. <br />The following is a summary of construction staging. Attachment E contains plans of the <br />concept. <br />The first phase of construction involves constructing the shoofly and shifting Santa Ana <br />Boulevard south of its current alignment onto a detour road. The shoofly is needed to <br />maintain railroad operations. The shoofly is designed to maintain existing design speeds. A <br />copy of the shoofly layout is included in Attachment F. The detour road will provide two <br />travel lanes in each direction for the duration of the stage for approximately 12 months. <br />Reducing the number of travel lanes will still allow Santa Ana Boulevard to operate at LOS <br />A. <br />The second phase of the construction will require complete closure of the eastbound <br />direction on Santa Ana Boulevard, detouring eastbound traffic to Fruit utilizing the detour <br />road. Westbound traffic will be maintained on the newly constructed roadway. <br />The staging concept allows the railroad to remain fully operational during construction, <br />although minor closures will be needed to allow switching over to the shoofly. The <br />placement of the shoofly will allow the continued use of the easterly platforms at SARTC, <br />greatly reducing the need for temporary platforms. It is noted that on June 3, 2014, Amtrak <br />representatives agreed to a temporary platform length of 800 feet. <br />5.5 Right of Way <br />Right -of -way needs are driven by the staging concept.
