REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />DECEMBER 2, 2014 <br />TITLE: <br />AGREEMENT WITH STATE WATER <br />RESOURCES CONTROL BOARD AND <br />REVISION OF THE FY 2014115 CAPITAL <br />IMPROVEMENT PROGRAM FOR <br />PROPOSITION 40 STORM WATER <br />GRANT FUNDING (STRATEGIC PLAN <br />NO. 5, 2) <br />CITY MANAGER <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 1" Reading <br />❑ Ordinance on 2ntl Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Authorize the City Manager and the Clerk of the Council to execute an agreement with the <br />California State Water Resources Control Board, subject to nonsubstantive changes by the City <br />Manager and City Attorney, for Proposition 40 Storm Water Grant Program. <br />2. Approve an appropriation adjustment recognizing Proposition 40 State Grant Funds in the <br />amount of $288,898 into the States Grants — Direct revenue account and appropriating the same <br />amount to the Public Works Water Quality & Control expenditure account for the Morrison Park <br />Low Impact Development Improvements Project. <br />3. Approve a revision of the Fiscal Year 2014/15 Capital Improvement Program to add the <br />Morrison Park Low Impact Improvements Project. <br />DISCUSSION <br />The Public Works Agency applied for funding under the State of California (State) Proposition 84 <br />Storm Water Grant Program for the Morrison Park Low Impact Development (LID) Improvements <br />project. The Proposition 84 Stormwater Grant Program (SWGP) provides matching grants to local <br />public agencies for the reduction and prevention of storm water contamination of rivers, lakes, and <br />streams. The Morrison Park LID Improvements project will reconstruct the existing parking lot with <br />new porous asphalt pavement, and incorporate an adjacent bioretention system with drought - <br />tolerant landscaping. <br />20C -1 <br />
