Agreement with State Water Resources Control Board <br />Prop 40 Storm Water Grant Funding <br />December 2, 2014 <br />Page 2 of 2 <br />After receiving notification of the $288,898 grant award, the City Council approved Resolution No. <br />2014 -058 on September 16, 2014, authorizing the City Manager to enter into an agreement with the <br />State of California. The agreement (Exhibit 1) presented by the State references the Proposition 40 <br />Storm Water Grant Program instead of Proposition 84. Although the Public Works Agency applied <br />for a Proposition 84 Grant and the State acknowledged awarding a Proposition 84 Grant, the State <br />indicated they have chosen to apply excess Proposition 40 funds for the project and has therefore <br />presented the City an agreement specifically referencing the Proposition 40 Storm Water Grant. <br />Due to a recently added requirement to prepare a Monitoring Plan for the project, the City's match <br />has increased from $72,225 to $76,831. Both the State grant award of $288,898 and the City's <br />match had not been previously recognized in a previously approved Capital Improvement Program. <br />Therefore, the appropriation adjustment will recognize these funds in Fiscal Year 2014 -15 and <br />appropriate them for the Morrison Park LID Improvements project. <br />STRATEGIC PLAN ALIGNMENT <br />Approval of this item supports the City's efforts to meet Goal #5 Community Health, Livability, <br />Engagement & Sustainability; Objective #2 (expand opportunities for conservation and <br />environmental sustainability). <br />ENVIRONMENTAL IMPACT <br />In accordance with the California Environmental Quality Act, the recommended action is exempt <br />from further review. Categorical Exemptions Environmental Review No. 2013 -91 (Project PWA- <br />2013- 1119 -CIP) was filed for this project. <br />FISCAL IMPACT <br />State grant funds in the amount of $288,898 will be deposited into the States Grants — Direct <br />revenue account (16417002- 52025) and appropriated into the Public Works Water Quality & <br />Control expenditure account (16417640- 66220).
