Fairview Street Bridge Rehabilitation <br />RFP No '1$ -001 <br />detoured the bike path into the river bottom during <br />summer construction on other projects in the area. <br />Identification of construction staging, bike detours <br />or developing alternate routes is important to gain <br />approvals from the County. WKE has experience <br />in working with the Harbor, Beaches and Parks <br />Division on Memory Lane Bridge widening project, <br />the Classell Avenue Bridge Widening projects as <br />well as the McFadden. <br />construction as was done on Fifth Street Rehab <br />Maintaining the existing 12' -0" of vertical clearance <br />over the bike paths under spans 1 and 8 is critical <br />to the bike path operation. A wider bridge has <br />the potential of reducing the vertical clearance. <br />We will develop solutions to address the clearance. <br />One alternative is to lower the bike path under the <br />new bridge. This could be costly and difficuitto stage <br />while maintaining bike traffic. Another option is to <br />design a shallower bridge section to compensate <br />for the bike path vertical curve, and deck cross <br />slope. Matching the existing span lengths of 5T -6 ", <br />the bridge could be designed with a depth of as <br />little as 2' -6 ", providing the potential for an extra 1'- <br />6" of space over the bike path. This option could be <br />built at less cost than the previous alternative. <br />(a DvF�1'11 <br />ENVIRONMENTAL CLEARANCE <br />The City will be utilizing federal funds for the <br />project; therefore, compliance with the National <br />Environmental Policy Act (NEPA) will be required, <br />in addition to compliance with the California <br />Environmental Quality Act (CEQA). The California <br />Department of Transportation (Caltrans) District 12 <br />Office of Local Assistance will act as the lead agency <br />for NEPA compliance as delegated by the Federal <br />Highway Administration (FHWA) and the City will <br />be the lead agency for CEQA compliance. The key <br />environmental issues are discussed below. <br />The first step in the environmental approval process <br />is to complete the Preliminary Environmental Study <br />(PES) checklist which is crucial to determining the <br />technical studies required, as well as identifies the <br />type of environmental documents. In our experience <br />accurate layouts and cross sections are critical to <br />approval of the PES by Caltrans. Our environmental <br />experts and engineers will work closely together <br />to develop the potential alignments to create <br />an accurate Area of Potential Effect map prior to <br />submittal to Caltrans. <br />The technical reportswill be prepared forthe project <br />based on the Caltrans Standard Environmental <br />Reference (SER). The anticipated technical reports <br />for the projectirclude: <br />a Natural Environment Study Minimal Impacts <br />(NESMI) with attached Bat Habitat Suitability <br />Assessment and Jurisdictional Delineation <br />Report <br />a Section 4(f) and 6(f) Documentation: <br />memorandums of no use or "De Minimus" <br />findings <br />a Historic Property Survey Report (HPSR) with <br />attached APE map, Archeological Survey <br />Report, records search, and Native American <br />Consultation results <br />a Paleontological Identification Report/ <br />Paleontological Evaluation Report (PER /PIR) <br />a Water Quality Assessment Report <br />a Summary of Floodplain Encroachment Report <br />a Noise Technical Memorandum for construction <br />impacts <br />18 1 Understanding of Need Dmsign Services for Falrviow Street Bridge Rehabilitation if/7- K L <br />25C -24 <br />
