Fairview Strut Bridge Rehabilitation S <br />RPP No 14 -001 X3 <br />to Section 6(f) of the Transportation Act, which <br />is applicable to land improved with Land and <br />Water Conservation Funds. During construction, <br />a portion of the triangle may need to be closed. <br />The project team will consult with Caltrans and the <br />City to determine if impacts to this parcel need to <br />be evaluated under Section 4(f) and /or 6(f). <br />Compliance with Section 4(f) and 6(f), as applicable, <br />will be demonstrated through letter correspondence <br />between the City, Caltrans, and the County Parks <br />Department. <br />ENVIRONMENTAL DOCUMENT <br />As described in the RFP, the project should qualify for <br />a CEQA Categorical Exemption under Section 15302 <br />of the CEQA Guidelines, which will be prepared by <br />the City. Because the RWQCB and the CDFW are <br />Responsible /Trustee Agencies under CEQA, they <br />need to concur with the CEQA compliance for the <br />project. Although we do not anticipate required <br />mitigation for impacts to the Santa Ana River or <br />other resources, our team is prepared to complete <br />an Initial Study /Mitigated Negative Declaration (IS/ <br />ivIND) to clear the project. <br />As envisioned, the project meets the criteria <br />for a NEPA Categorical Exclusion (CE) under <br />23 CFR771.117 (d) (3), Bridge rehabilitation, <br />reconstruction or replacement or the construction <br />of grade separation to replace existing at -grade <br />railroad crossings, as long as the technical studies <br />prepared for the project demonstrate that no <br />substantial environmental impacts will occur. <br />Based on our previous experience and knowledge <br />of the area, substantial impacts will be avoided <br />through implementation of appropriate avoidance, <br />minimization, and /or mitigation measures. <br />As required by Caltrans, a separate Categorical <br />Exclusion will need to be prepared for the <br />geotechnical borings within the Santa Ana River. <br />A separate Categorical Exemption form may also <br />be necessary, LSA will coordinate with the City and <br />Caltrans for the Categorical Exclusion approval. <br />201 Understanding of Need Qoslyn Services for Fairview Street Bridge Reheblliwmn ifrK li <br />25C -26 <br />
