Each customer class is allocated its share of base, strength, and direct <br />costs. The number of units of service required by each customer class provides a means for the <br />proportionate distribution of costs previously allocated to respective cost categories. Strength loadings <br />(BOD and TSS) in milligrams per liter (mg/L) are estimates based on guidelines published by the <br />Department of Water Resources. Use of these guidelines is acceptable when utilities do not have <br />specific monitoring data.
