CONSIDERATION OF OPTIONS REGARDING A PROPOSED EMERGENCY <br />SHELTER AND MULTI - SERVICE CENTER AT 1217 NORMANDY PLACE - <br />Planning and Building Agency <br />Direction was given to staff by Council at the October 21, 2014 City Council <br />meeting by a vote of 7 -0 to prepare a resolution requesting inter - agency <br />cooperation and community involvement; and a 45 -day emergency <br />moratorium that would include provisions of the City's previously adopted <br />emergency shelter and transitional housing ordinance would be set aside in <br />order for further study to be conducted, thereby prohibiting the establishment <br />of new emergency shelters. <br />Councilmember Sarmiento noted for the record that the Orange County Board of <br />Supervisors tabled consideration of proposed site at their regularly <br />scheduled meeting held earlier in the day. <br />Councilmember Benavides opined that City has lost opportunity to provide <br />dignified shelter and services for the homeless and further promulgate the <br />problem in the Civic Center area. Requested the City Manager to reach out <br />to the County CEO regarding the shelter project and how the City and <br />County can work collaboratively to move the project forward.
